Today the order of the Ministry of Internal Affairs of Russia dated September 27, 2021 No. 660 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for issuing certificates of the presence (absence) of a criminal record and (or) the fact of criminal prosecution or the termination of criminal prosecution comes into force "(January 29, 2021 registered with the Ministry of Justice of the Russian Federation, registration No. 57322).
From now on, criminal record certificates will be issued on new forms. They will be produced by printing and contain elements of protection against counterfeiting (the backing is a double-sided background protective grid, a background image of the coat of arms of the Ministry of Internal Affairs of Russia, microtext “Ministry of Internal Affairs of Russia”).
Currently, the range of authorities requiring citizens to provide a certificate of the presence (absence) of a criminal record is constantly expanding. The specified document is provided to various organizations, including when applying for work in public and private institutions in the field of education, upbringing, development of minors, organization of their recreation and recovery, medical care, social protection and social services, children’s and youth sports, culture and arts with the participation of minors, to military commissariats when registering for contract service and other bodies.
In 2021, more than 6 million citizens applied to the Federal State Institution “GIAC of the Ministry of Internal Affairs of Russia” and information centers of the territorial bodies of the Ministry of Internal Affairs of Russia at the regional level to receive state services for issuing certificates of the presence (absence) of a criminal record.

The EPGU also implements mechanisms to verify the authenticity of an electronic document and the validity of its signature.

Apostille
If you need a police clearance certificate to travel abroad, you will need to put an apostille on it. This is a special stamp in the corner of the document, which, according to the 1961 Hague Convention, must contain the following information:

Who issues a certificate with an apostille
An apostille on a police clearance certificate in Moscow can be issued by several government bodies:
- The Ministry of Justice is based on documents adopted by federal authorities, and the territorial branches of the ministry are based on certificates of good conduct.

Types and samples of certificates
The form of the certificate and the information indicated in the certificate may differ slightly, since the requirements of the institutions to which the documentation is provided also vary.
Information on average monthly earnings in the certificate is presented in the form of a table:
- The first column indicates the month when the payment was received.
- In the second - the full amount of payments before taxes and other deductions.
- In the third - the amount of deductions for disciplinary and other administrative violations, tax deductions.

Upon dismissal and to receive benefits
Article number 84.1 of the Labor Code states that when dismissing an employee, management is obliged to give him on the same day all documentation confirming his employment and level of income for a certain period.

But, there are other regulations, based on which the period is extended to three days , these include:
- order of the Ministry of Labor number 182n;
- Part 2 of Article 4.1 on social insurance of citizens.
The certificate in form 182n contains complete information about the income received by the employee for a certain period; it indicates:
- wage;
- remuneration for labor;
- other payments.
The period for which the certificate is issued is 2 years, taking into account that part of the year that is also worked.
The certificate does not take into account the period when the employee:
- was on maternity leave;
- was incapacitated;
- could not carry out activities, for example, for medical reasons;
- looked after the child.
In this case, these periods are indicated in the document as a separate line.
If the employee did not work before dismissal for the above reasons, then the employer indicates in the certificate the years that preceded the non-working years.
To obtain a visa
A certificate of average income is required for citizens who wish to obtain a visa. The enterprise issues a certificate on an official form , which contains basic information about the organization - full name, telephone number, location and others, if available.
The certificate is filled out in free form, but in order for this document not to be rejected by the embassy, the following conditions for its completion must be met:
- The place of work and position held are indicated. It is advisable that the period of employment in one place be more than a year.
- The average monthly income is noted for a period of 3 months to 2 years.
- The vacation period coincides with the date of the planned trip (this should also be reflected in the text of the certificate).
- The certificate is certified by the signatures of the manager and chief accountant.
- The document is stamped with the institution's seal.
- In the lower left corner, you should indicate the telephone number of your immediate supervisor or HR department - they can be called to check the data specified in the provided certificate.
- The document must indicate the date of its registration and serial number.
From IP
The document issued by the individual entrepreneur to the employee is drawn up in any form. But, it must indicate certain details:
- data on the person’s registration as an individual entrepreneur;
- Date of preparation;
- number;
- Full name, duration of employment, position and average salary of the employee;
- the place where the certificate will be presented (in this paragraph you can write “At the place of request”);
- Full name of the individual entrepreneur, his personal signature;
- stamp impression, if any.
For the Job Center
If a certificate is required to be submitted to the Employment Center, then it can be obtained upon dismissal, in accordance with articles of the Labor Code numbered 140 and 62. The document can also be issued after dismissal, for this it is enough to write an application and submit it to the employer:
- personally;
- by mail (with acknowledgment of delivery);
- by asking for a proxy (a notarized power of attorney is required).
The certificate form is called 182n. It indicates the average salary for the last 2 years from the last place of work.

In 3 months
A certificate indicating data on average earnings for the last 3 months is most often provided to social protection authorities in order for a person to receive subsidies or benefits.
The document is drawn up according to the same principles as similar ones:
- information about the enterprise and information about the employee are indicated;
- time and work schedule are noted;
- data on average monthly earnings is recorded;
