How to apply for a one-time benefit at the birth of a child


Who is entitled to a lump sum benefit upon the birth of a child?

Based on the order of the Ministry of Health and Social Development No. 1012n, not everyone can purchase financial assistance when expanding their family.
One of the spouses has the right to purchase one-time financial support, either at work, if he is employed, or in the Social Insurance Fund department. Payment will be refused only if the baby is stillborn. Such assistance is a fixed amount for the birth of the first, second, third and subsequent babies. The only exception is the appearance of twins. At the same time, it doesn’t matter whether the parents live together or “run away”. If they are divorced, only the party supporting the baby can apply for assistance.

If natural parents are deprived of parental rights, then financial support is provided by the official guardian or adoptive parent.

When twins are born, payments are made separately for each baby.

Considering that there are many people with temporary citizenship in the Russian Federation, all women who gave birth to a baby in the Russian Federation have the right to purchase a one-time subsidy. In this case, when sending a request, in addition to the usual list of documents, you must provide a certificate of legal presence in the Russian Federation.

How to correctly fill out an application for benefits and vacation pay?

An application for payment of maternity benefits is drawn up in any form.

At the same time, it should be remembered that in accordance with the Federal Law of the Russian Federation of May 2, 2006 N 59-FZ “On the procedure for considering appeals from citizens of the Russian Federation,” the application is submitted voluntarily and is a request for assistance in the implementation of his constitutional rights and freedoms.

The written statement shall indicate:

  • surname, name, patronymic of the official, or position of the relevant person;
  • surname, name, patronymic (if any) of the applicant,
  • the essence of the statement;
  • signature;
  • date of.

We recommend that you fill out the application details correctly:

  • the signature includes: the name of the position of the person who signed the document; personal. signature; as well as a transcript of the signature (initials, surname),
  • the date of the document is drawn up in the sequence: day of the month, month (two pairs of Arabic numerals) and year (four Arabic numerals), separated by a dot (for example, 10.10.2017). You can formalize the date by writing the month as a word (e.g. October 10, 2021).

Where to apply

  1. If the parents of the new baby are officially employed, then it is better to submit a request for financial support at the birth of the baby to one of them addressed to the head of the institution where he works. The institution, as a rule, processes documents faster than the social insurance authorities (FSS).
  2. If both parents are not employed, then, in this case, the application must be sent to the Social Insurance Fund at their location or to the MFC. They are also required to accept documents on one-time financial support and make the required payment. At the same time, we must not forget about the timing of sending the request.
  3. When a second baby appears, the request must also be submitted to the Pension Fund and at the same time to the maternity capital fund. If the family is replenished with twins, then the child born earlier is the first baby, and the one born later is the second, and petitions are sent to different places, as shown above.

In all cases, there is only one limitation regarding the time at which a request can be submitted. The request is accepted no later than 6 months from the date of birth of the baby.

When to apply for childbirth benefits

To collect all the required documents for the purchase of a one-time subsidy upon the birth of a baby, the state gives parents no more than 6 months from the date of addition to the family.
If you submit a request for one-time support after this period, payment of assistance will be denied. Therefore, if parents do not want to deprive their baby of a gift in the form of a stroller, bed or rattle, they need to collect the necessary documents without delay. Collecting them is not so difficult, especially since many samples can be downloaded from the Internet, including at the end of this article.

If two or more children were born

One of the tasks of the Russian state is to increase the demographic situation.
Therefore, the country has approved various payments for the birth of an infant in a family. Thanks to such help, many women give birth not only to their second, but also to their third baby. Financial assistance for the birth of a second baby is varied. It can be provided both at the federal and regional levels. The amount of subsidies depends on the region where the baby’s parents are located. They can be issued either one-time or monthly. Some benefits are issued during maternity leave, up to 3 years, and some - until the baby grows up to 1.5 years.

During pregnancy, a woman receives a one-time payment equal to 543.67 rubles. To acquire such a subsidy, she must work and be registered until she is 12 weeks pregnant. In a number of regions of the country, the amount of such subsidies may be larger and the registration period is extended to 20 months. The conditions for each option can be found out in the FSS.

A one-time subsidy for the birth of children does not depend on the woman’s activities (whether she is employed or not) or on the number of children she has (second or third, etc.). The size of the subsidy for both the first, second and third baby is the same. The amount of assistance is fixed and is equal to 16,759.09 rubles from February 1, 2019. Depending on the region, the payment amount is adjusted by the approved coefficient.

Note. For the birth of twins, a subsidy is given for each baby.

In addition to one-time assistance, each family has the right to a monthly subsidy for the second child to support him up to 1.5 years. The payment can be made by one of the spouses. If the spouse works, then the subsidy for the second baby is awarded by the enterprise. The calculation is carried out in the amount of 40% of the income accrued for insurance payments. If a woman does not work, or is an individual entrepreneur, then in such circumstances she has the right to a minimum amount of subsidy. The Law on Assistance for the First Child regulates payments within the limits of minimum and maximum amounts:

  • The minimum amount for the first-born is 3,142.33 rubles, for the second baby and subsequent children - 6,284.65 rubles.
  • The maximum amount is RUB 24,536.57.

If, while on maternity leave, the company where the woman was employed is liquidated, then she will receive a subsidy from the Social Insurance Fund in the amount of 40% of income for the last 2 years. The largest amount in this option is 12,569.33 rubles.

Compensation for the maintenance of children under 3 years of age in the amount of 50 rubles every month in 2021 has been cancelled.

Among other things, you can receive a monthly subsidy for a teenager under 16 years old if the family receives an income less than the minimum wage. Such assistance is provided for each of the children upon the birth of the third baby.

The greatest assistance to a family upon the birth of a second baby is provided by the maternity capital program, which is a measure of social assistance provided to families upon the addition of a second baby or subsequent child in the period from 01/01/2007 to 12/31/2021. The fund's resources in 2021 are equal to 453,026 rubles, they have not changed since 2015. To obtain a certificate, you must send an application to the Pension Fund.

In 2021, some provisions of the maternity capital fund were changed, which added the possibility of spending MSC resources on monthly subsidies for the 2nd baby, subject to his birth or adoption after 01/01/2019. They also allowed the use of this certificate for preschool education, which ensures the use of the certificate in kindergartens without waiting for the second or subsequent baby to grow up to 3 years of age.

Where should a woman apply for payment of leave benefits?

This depends on the status of the woman at the time of leave and benefits under the BiR (Federal Law of May 19, 1995 No. 81-FZ “On State Benefits for Citizens with Children”):

  • if a woman works, then registration takes place at the employer;
  • if a woman is studying full-time, then registration is carried out at the educational institution;
  • if a woman is currently a contract employee, then leave and B&R benefits are issued at the place of service;
  • if a woman is fired due to the liquidation of an organization/enterprise and is officially recognized as unemployed, then the benefit is paid through the social security authorities at the place of residence (place of actual stay or actual residence);
  • if a woman does not have the opportunity to receive benefits in the ways listed above and/or a pilot project “Direct Payments” is running in the region, then she can apply for benefits directly to the Social Insurance Fund.

Sometimes difficulties arise when applying for benefits from an employer, for example:

  • the organization has no money in its account;
  • the company is preparing for bankruptcy;
  • company accounts are frozen;
  • the employer cannot be found;
  • At the time of applying for payment, the company was liquidated.

In such situations, you should go to court and prove the impossibility of receiving benefits from the employer. The legislator makes it possible to do this even after the end of maternity leave for 6 months.

Also, a pregnant woman can, within a month after her dismissal, apply to her last employer for payment of benefits.

This rule also applies to other cases, for example:

  • moving to live with your husband in another area;
  • transfer of husband for work;
  • a disease that prevents a woman from working or living in a certain region;
  • the need to care for a sick family member or a disabled person of group I.

When to expect money and how much it will be

Every spouse has the right to a one-time subsidy, including students at an educational institution, the unemployed and a single mother.
Law No. 255-FZ of December 29, 2006 “On compulsory social insurance...” determines the time for payment of a one-time subsidy no later than 10 calendar days from the date of submission of the request. If the employee has submitted a request to the employer, then the assistance is issued on the nearest date of receipt of salary at the enterprise (Clause 1, Article 15 of Law No. 255 of December 29, 2006).

The amount of one-time support is fixed, does not depend on the parent’s earnings and is equal, after indexing from February 1, 1019, to 16,873.54 rubles. For persons working in the North, this benefit amount is increased by multiplying by a coefficient.

Amount of assistance and timing of its payment in 2021

The state constantly takes care of newlyweds who are expanding their families.
Spouses who have a baby have the right to count on one-time assistance. A one-time subsidy for the birth of a baby is a fixed cash payment. All new parents living within the Russian Federation have the right to purchase it. The last increase in one-time payments was implemented in February 2021.

The table below provides a comparative analysis of changes in such subsidies over recent years. Moreover, despite the fact that in 2019 the indexing coefficient was reduced, the amount of one-time subsidies to young families at the birth of a baby was increased.

The law on increasing one-time subsidies was approved after 02/01/2019 and its amount was increased from 16,759.09 (in 2021) to 16,873.54 rubles.

Contents of the document

The application for a one-time subsidy is filled out in free style.
The regulations of the Russian Federation do not regulate a unified form of such a form. When filling out an application for a one-time subsidy, you must display the following:

  1. If the petition is sent to the place of work, then the petition is written in the name of the head of the company, displaying his position, the name of the company and the full name of the boss.
  2. Next, the applicant’s data is recorded, displaying his position, the structural department where he works and his full name.
  3. Below, in the middle of the line, fill in the name of the form “Application”
  4. When applying for help, you must display the child’s full name in the text of the petition.
  5. Then you need to write “Attachment”, which lists the list of attached certificates.
  6. The date and signature of the applicant are required at the end of the form.

Note. If a parent submits a request for a subsidy to the Social Insurance Fund, then the request must include the passport information of the applicant and provide photocopies of the passports of both parents.

The following materials must be attached to the submitted application:

  • Birth form issued by the registry office according to form No. 24.
  • A copy of the baby's birth certificate.
  • A certificate from the enterprise to the other spouse stating that he was not given a subsidy for the baby.

How to correctly fill out an application form to the Social Insurance Fund for payment of benefits?

The application for payment of benefits (vacation pay) has an approved form (Order of the Federal Social Insurance Fund of the Russian Federation No. 335 of September 17, 2012).

The application form consists of three pages:

  • information about the applicant,
  • list and details of the documents provided,
  • information about the method of receiving benefits and other data


The form should be filled out in black ink in block letters in Russian. You can use gel, capillary or fountain pens. The use of printing devices is also allowed. In this case, records should not go beyond the boundaries of the cells.
