Online registration of unemployed people: temporary rules for 2020
Thanks to the Temporary Rules for Registration of Unemployed Citizens, you can now register with the employment center and receive unemployment benefits without leaving your home.
The whole procedure boils down to submitting an electronic application. The employment centers will request the rest of the necessary information themselves through interdepartmental electronic interaction channels.
An electronic application is completed and submitted remotely online in the following ways (clause 2 of the Temporary Rules):
- through the service on the State Services portal;
- through your personal account on the “Work in Russia” portal.
To take advantage of these opportunities, a citizen must have a confirmed entry on the State Services portal.
How to sign up for the exchange through State Services
You can register with the employment center through State Services by following the steps below.
Registration on the portal
You can join the labor exchange through the State Services portal only if the citizen has a verified account. To create it, you need to follow the algorithm:
- Open a single state portal.
- Find the “Login” tab, then click on “Register”.
- Fill in all fields. The user must provide their full name, phone number and email address.
- Confirm your actions by entering the code received from the SMS message.
- Go through the authorization procedure and log into the user’s Personal Account.
- Indicate your SNILS number, as well as your passport details.
- The information will be submitted to the Pension Fund for verification.
- If everything goes well, the user account will acquire the “Standard” status.
The user will be able to carry out identification in any convenient way. This will verify your account.
Confirmation methods:
- Contact the MFC in person.
- Use online banking.
- Send a letter by Russian Post.
Receiving a service
If your confirmed account is ready, you can sign up for registration at the labor exchange.
How to sign up for an employment center through the State Services portal:
- Go through the authorization procedure on the site. To do this, just enter the login and password for the user’s Personal Account.
- Go to the service catalog.
- Find the item called “Work and Employment”.
- Click on the category related to temporary employment.
- Read the terms of service and agree to them.
- Indicate the place where the service will be received. To do this, you need to select your region of residence from the drop-down list.
- Provide personal information. Most of the fields will already be filled in, since the necessary information is available in the user’s Personal Account. However, you must check the information for errors.
- Indicate your actual place of residence, as well as your registered place of residence.
- A checkbox will appear where, if necessary, you need to check the boxes (for example, if the applicant is disabled, then you need to make a mark opposite the corresponding field).
- Consent to the processing of personal data. Otherwise, the application will not be considered.
- Check the information provided again for errors. This is very important, since any inaccuracy will lead to negative consequences.
- Submit your application.
- Select the labor exchange on the map where the original documents will be sent.
How to register on the “Work in Russia” portal
To do this you need:
- Log in to the “Work in Russia” portal as an applicant:
- Click on the red “Login” button using the credentials of the State Services portal.
If you are not registered with State Services, you must first register.
- After logging in, you will be asked to fill out a resume and an application for providing a citizen with a government servant to assist in finding a suitable job (details on how to fill out the application are in the next section).
- Send an application to the central control center by clicking the “Send application” button.
- Wait for notification from the central control center.
You will receive notifications with different statuses from the employment center. See the table for their decoding:

How to register official absence from work
So, how to obtain unemployed status, which will give you the opportunity to receive benefits from the state and help in finding a new employer?
Obtaining unemployed status as usual is carried out directly through the local Employment Center. You will need to provide the following documents:
- passport;
- work record (except for cases when the applicant is looking for work for the first time);
- education diploma or other documents confirming qualifications;
- certificate of average income from previous place of work;
- If an unemployed person has a disability, a rehabilitation program is required, which specifies the working conditions acceptable for the candidate.
Starting in the spring of 2021, you can apply for unemployed status online through the State Services website - a measure was taken with the beginning of the coronavirus pandemic. To do this, you need to log in or register on the portal, and then follow the instructions for filling out applications in the “Work and Employment” section to obtain unemployed status.
Important! You can register as unemployed and obtain unemployed status remotely through State Services.
Mandatory conditions for obtaining unemployed status according to the law are:
- age over 16 years;
- lack of formal employment relationships and income;
- presence of Russian citizenship;
- lack of full-time study employment;
- lack of pension payments.
Application processing times
The period for recognition as unemployed from the moment of application is no more than 11 days from the date of filing the application with the Employment Center. During this period, the applicant may be offered vacancies from the labor exchange database that he or she meets in terms of professional skills and education. Notifications with current offers can be viewed in your personal account. If there are none or the applicant is not suitable based on the interview results, then he is automatically recognized as unemployed.
Instructions for filling out an application through State Services
Filling out an application on the State Services portal will not be difficult - some of the information will be filled in automatically and you will only need to enter data in the empty fields. The statement contains 7 points (sections), each of which we will dwell on separately.
In section 1, most information fields will already be filled in automatically. They only need to be checked and corrected if necessary (for example, if your phone number has changed, but you have not yet changed this information on the State Services website).
Section 2 contains data on the establishment of an employment center in accordance with permanent registration, where the application is sent:
The region of appeal is entered automatically based on the place of your registration. And the name of the State Public Institution TsZN (state government institution “Employment Center”) must be selected from the drop-down list.
Section 3 introduces education data. They are necessary for the specialists of the Central Employment Center to find suitable vacancies for you.
Section 4 of the application is filled out only by those unemployed who have children under 18 years of age (their own, under guardianship or adopted):
In section 5 you must indicate your social status: pre-retirement, disabled, orphan or without parental care:
Section 6 of the application is devoted to information about your work history - employer at your last place of work, date of dismissal, details of the dismissal order and the basis for dismissal.
If the applicant is looking for a job for the first time, just check the special field:
You can attach color photos of the work book to the information: the first page and the page with a record of the last place of work. These fields are not required, so you can leave them blank.
Section 7 is the final one in completing the application and is devoted to the method of receiving unemployment benefits: to a bank account or by transfer through the post office.
If you choose the payment method through an account with a credit institution, you must fill in the fields with information about:
- bank (name, BIC, correspondent account);
- recipient of the benefit (the program will automatically enter your full name in this field);
- bank account number.
From 10/01/2020, unemployment benefits are transferred exclusively to a bank account to which a card of the national payment system “Mir” is linked, or to a bank account not linked to any cards (Government Decree No. 920 dated 06/25/2020).
If an unemployed person does not have a Mir card, he can receive benefits by transfer through the post office. To do this, the application must indicate the recipient's address and post office number (zip code).
The application procedure is completed by clicking the “Submit Application” button.
How to apply if an unemployed person does not have the Internet or a computer
It is not always possible for a citizen to complete the required electronic documents and use electronic services to send them to recipients. The reasons may be different - there is no money to pay for the Internet, there is no computer or tablet, or the skills to interact with modern electronic services have not been developed. What to do?
For such situations, a special procedure is provided - in order to fill out an electronic application, the unemployed must personally visit the employment center (paragraph 6, clause 2 of the Temporary Rules).
You will still have to fill out an electronic application when visiting the Center in person. If an unemployed person finds it difficult to do this, stock exchange employees will help him. In such situations, the procedure for filling out an application is the same - you must enter data in all required fields of the application in your personal account on the “Work in Russia” website or in your personal account on the State Services portal.
It may happen that a citizen does not have a confirmed account on the State Services portal. Then the employment center registers the unemployed in this system (Government Decree No. 844 of June 10, 2020).
What to do if you have questions about the progress of your application?
If the information reflected in your personal account on the “Work in Russia” portal or on the State Services is not clear to you, or if you have any questions in connection with the status reflected on the application page, you must contact directly the CZN that you indicated in your electronic application.
Methods of contacting are recommended remotely, that is, without personal contact with labor exchange specialists:
- by phone;
- by email.
When making a telephone conversation or sending an e-mail, you must indicate the registration number of the application.
Phone numbers and email addresses, as well as other necessary information about regional employment centers, are posted on the “Work in Russia” portal (trudvsem.ru) in the “Applicant” - “State Employment Service” section:
Who will not be able to register at the labor exchange
There is a category of persons defined by law who are not registered as official unemployed in the Employment Center. Such citizens do not have the right to unemployment benefits, and they should not expect job vacancies from the employment center.
A citizen is not recognized as unemployed if he (clause 3 of Article 3 of Law No. 1032-1 of April 19, 1991 “On Employment in the Russian Federation”):
- under 16 years of age;
- has a job and income;
- is a full-time student;
- receives a pension (insurance, funded, old age, long service, etc.);
- violated certain requirements (provided knowingly false information about himself, etc.).
If the labor exchange reveals, based on information from the Pension Fund of the Russian Federation, that a citizen has unlawfully received the status of unemployed, the unemployment benefits received will have to be returned - voluntarily or in court. Exchange specialists request information from the Pension Fund about each unemployed person on a monthly basis.
In all cases of citizens obtaining unemployment benefits fraudulently, the Central Employment Center transmits information to law enforcement agencies (clause 19 of the Temporary Rules).
Deadlines for registration with the employment center
You can join the labor exchange after dismissal at your own request at any time. Only those who registered with the Employment Center within 2 weeks after dismissal can count on payments in the amount of their salary, providing a certificate of income in Form 2-NDFL. It is recommended that those who were laid off due to staff reduction comply with the same deadline in order to receive all due payments.
Unemployed status is assigned 10 days after contacting the employment service. During this period, the applicant is offered two options for getting a job or the opportunity to retrain. If no vacancy is suitable, the calculation of unemployment benefits begins after this period, but the entire time starting from the day of application is taken into account.
The minimum benefit amount from 2021 is 1,500 rubles, the maximum is 8,000.
When calculating, not only salary is taken into account, but also length of service at previous places of work, absence of dismissals due to disciplinary sanctions, etc. Regional authorities can increase the amount of benefits at their discretion and based on the capabilities of local budgets.
A person is given a year to find a job: it is for this period that the payment of benefits from the central labor protection center is calculated. If registered in a timely manner, their size is calculated according to the following scheme:
- 75% of earnings at the last place of work are transferred in the first three months;
- 60% - in subsequent ones;
- 45% - all remaining months of the year.
Despite this, the total amounts payable will not exceed the above limits. Even for people who had relatively higher earnings, the amount of monthly benefits during the entire period will not exceed the maximum of 8,000 rubles.
Important figures for the unemployed
Most procedures for working with the unemployed are limited in time. In addition, the labor exchange has other standards that must be observed and which the unemployed should be aware of:
- From the 1st day of recognition of a citizen as unemployed, he is accrued unemployment benefits.
- 2 offers of suitable work are required to be generated and sent to the citizen by the specialists of the Employment Center after receiving an electronic application from him and registering him as unemployed.
- 3 days to undergo an interview with an employer electronically - the period is counted from the moment they receive notification of vacancies from the Employment Center and the employer’s readiness for an interview.
- After 7 days , you can re-submit an electronic application if you have been refused recognition as unemployed or have withdrawn your application yourself.
And it’s important not to forget about one more date - the validity period of the Temporary Rules for registering the unemployed online is limited to December 31, 2020. After this period, the previous registration procedure will apply (Article 3 of the Law of the Russian Federation No. 1032-1, Rules for registration of unemployed citizens, approved by Government Resolution No. 891 of 09/07/2012).
Legal status of the unemployed
The Labor Code of the Russian Federation (LC RF) establishes the legal status of the unemployed, but it does not contain a precise definition of this concept. The criteria for status recognition are established:
- Federal Law of the Russian Federation “On Employment”.
- Decree of the Government of the Russian Federation, which guarantees financial assistance to the unemployed;
- The Labor Code of the Russian Federation, which describes the difference between the concepts of an unemployed person and an officially unemployed person.

The listed documents describe the conditions under which a Russian citizen can count on acquiring or terminating the legal status of an unemployed person.
Advantages of this situation
Many people who have lost their jobs turn to the Central Employment Center not only for unemployment benefits, but also for additional support measures. The advantages of obtaining unemployed status are as follows:
Early retirement
If a person of pre-retirement age has lost his job due to the liquidation of an enterprise or staff reduction, he can contact the Employment Center to look for a new job.
In addition, employees can offer him to retire 2 years earlier than expected. In 2021, men aged 58.5 years and women aged 53.5 years can take advantage of the opportunity to retire early. To do this, two conditions must be met: sufficient accumulated work experience (37 years for women and 42 years for men) and the inability to find work through the employment center.
Let us remind you that according to the new pension reform, by 2028 the retirement age will be 60 years for women and 65 for men. The retirement age is being raised gradually: in 2020, Russians can retire at 55.5 and 60.5 years, respectively, for women and men; in 2021, the bar will rise even further - 56.5 and 61.5.
Free training for a new profession
Every unemployed person has the right to undergo free training or retraining for a profession in demand on the labor market. To do this, you must meet one of the conditions: insufficient qualifications or lack thereof; there are no offers from the Center for Specialization in the current specialty; loss of work skills in the acquired specialty.
Citizens who successfully complete training or retraining and pass the final test will be able to receive a document (certificate, diploma) about the completed course.
Free medical examination
Those registered with the Center for Labor Protection have the right to undergo a medical examination when employed in a public clinic completely free of charge.
Finding a suitable job in your specialty
Employees of the Central Employment Center are obliged to notify the unemployed of vacancies that arise that correspond to his qualifications. If the applicant is interested, employees arrange an interview with a potential employer.
Other support measures provided for by regional law
Their availability should be clarified by telephone or in person at the local Employment Center.
Flaws
The “unemployed” status also has disadvantages:
- the need to visit the Employment Center on certain days according to a set schedule;
- failure to appear on the designated day must be justified by a medical certificate or other document;
- obligation to attend various job search events organized by the Employment Center;
- the impossibility of permanently refusing vacancies;
- reduction in benefit amount or termination of status if established rules are not followed;
- the possibility of being sent to public works that do not meet qualifications.
Let's sum it up
- Until the end of 2021, registration of citizens as unemployed is carried out according to the rules approved by Government Resolution No. 460 dated 04/08/2020.
- Temporary rules allow you to register with the labor exchange remotely (online) without a personal visit to this institution.
- To take advantage of the temporary rules, you must have a verified account on the State Services portal.
- To obtain unemployed status, it is enough to send an electronic application to the employment center through your personal account on the “Work in Russia” portal or through the State Services website. The CZN will also send the response electronically.
- If difficulties arise with submitting an electronic application, a citizen has the right to come in person to the labor exchange, where he will be assisted in completing and submitting an electronic application.
“Unemployed” status: definition and conditions for assignment
Unemployed status is a position of a citizen in which he has lost an official source of income due to loss of work. This circumstance must be confirmed by documents (dismissal order, entry in the work book), verified by departmental bodies and recorded in the Employment Center.
To assign status, you must contact the regional inspectorate for employment of citizens with an application to register with the Employment Center as an unemployed person.
Important! Until the beginning of 2021, you can submit an application online through the State Services portal. If the coronavirus situation does not improve, the deadline may be extended.
The applicant must not have existing employment relationships with employers, and, accordingly, financial income for the provision of work and services. If these two mandatory conditions are not met, unemployed status will not be granted.
