However, this document contains only general information, and therefore does not allow one to gain a complete understanding of how the procedure goes after obtaining the right to permanent residence in Russia. More complete information can be found in the Regulations approved by Decree of the President of the Russian Federation of November 14, 2002 No. 1325 (hereinafter referred to as the Regulations). The body to which documents must be submitted is determined in paragraph 1 of the Regulations. To acquire citizenship, foreigners who have received a residence permit must submit documents to the territorial body of the Ministry of Internal Affairs of the Russian Federation at their place of residence.

How long does it take to apply for citizenship after receiving a residence permit?

So, you have received a residence permit. How many years do you need to live in Russia to be able to obtain Russian citizenship?

After a residence permit, citizenship can be applied for at different times, depending on the basis on which it is planned to acquire the status of a citizen of the Russian Federation. The deadlines begin to be calculated from the moment of receipt of the residence permit.

From the moment of obtaining a residence permit to filing an application for citizenship, at least:

  1. 5 years is the general period for any foreigners.
  2. 1 year - a shortened waiting period for obtaining citizenship in the general manner, available to refugees, persons who have received political asylum in the Russian Federation, as well as those who have high achievements in the field of science, technology, and culture.
  3. 0 years (can immediately submit an application after receiving a residence permit) – for foreigners with special services to the Russian Federation who receive citizenship in the general manner.
  4. 0 years (they can immediately apply after receiving a residence permit) - for any foreigners receiving citizenship in a simplified manner, including native speakers of the Russian language, as well as participants in the state program for the resettlement of compatriots. It should be noted that participants in the state program can obtain citizenship without a residence permit.

Important! After receiving a residence permit, a foreigner must live in Russia. It is necessary to reside in the Russian Federation continuously for the periods indicated above. Continuity presupposes that the foreigner did not leave the country for a period of more than 3 months in each year.

Confirmation of the right to a simplified scheme

In order to confirm the basis for registration of citizenship under the simplified scheme, the following documents will be required:

  1. if there are parents who are citizens of the Russian Federation and living here - a certificate of birth of the applicant, a passport of the father or mother with registration in the Russian Federation;
  2. if the applicant was previously a citizen of the USSR, lived in a member country of the USSR, but is a stateless person - a document confirming past citizenship of the Union (passport of the 1974 sample, Soviet birth certificate);
  3. the applicant previously had Soviet citizenship and was born in the RSFSR - a birth certificate received in the Soviet Union;
  4. when marrying a Russian - a marriage certificate in the Russian Federation and the spouse’s passport;
  5. for incapacitated foreigners with capable adult children, a document confirming incapacity and documents of the children will be required;
  6. upon recognition of the NRN - a document on renunciation of previous citizenship, a decision on recognition of the NRN;
  7. if the applicant is a participant in the resettlement program, then he will need to provide a certificate confirming this, a temporary residence permit or residence permit.

Deadline for obtaining citizenship after filing an application

The deadlines for consideration of applications for admission to Russian citizenship are specified in Art. 35 of the Citizenship Law.

The decision on granting Russian citizenship in a general manner is made by the President of the Russian Federation, and in a simplified manner - by the Department of Internal Affairs for Migration Issues.

The deadlines for citizenship are as follows:

  1. In general, a decision is made within one year.
  2. Under a simplified procedure, a decision is made within 6 months.
  3. For native Russian speakers and participants in the state program for the resettlement of compatriots, the processing time for applications is reduced to 3 months.

Thus, it is possible to accelerate the acquisition of citizenship only if there are grounds for a shortened consideration of applications (simplified procedure, status of a native Russian speaker, participation in the state program for the resettlement of compatriots).

Is there a quota for Russian citizenship?

There are no quotas for citizenship, and legislation does not provide for its existence. According to the quota, only temporary residence permits (TRP) are obtained. Accordingly, the question of how to obtain a quota should not be of interest to applicants for citizenship status.
