How long is certificate 001-ГС/у valid after passing a medical examination for work?

According to current legislation, a citizen planning to enter the state civil service of the Russian Federation and municipal service must undergo a preliminary medical examination. Based on the results of which, the applicant for service in government agencies will be issued a standard medical certificate on a numbered form of strict reporting, approved by Appendix No. 3 to the Order of the Ministry of Health and Social Development of Russia dated December 14, 2009. No. 984n “On approval of the Procedure for undergoing medical examination by state civil servants of the Russian Federation and municipal employees, the list of diseases that prevent entry into the state civil service of the Russian Federation and municipal service or its passage, as well as the form of conclusion of a medical institution.”

A medical report based on the results of a medical examination passed to work in government agencies has an expiration date, like any official document. Thus, the validity period of the results of the medical examination when applying for a job and receiving form 001-GS/u is 12 months. During this time, the candidate for the position will not need to re-confirm his mental health and absence of drug addiction, but there is no need to delay registration with the state.

When registering new employees in a field of work that requires undergoing a preliminary medical examination, or persons under 18 years of age, the manager (in accordance with Article 213 of the Labor Code of the Russian Federation) sends them to a medical examination. This approach to employment makes it possible to assess the professional suitability of a new employee and is an effective measure for the prevention of chronic, hereditary and infectious diseases.

To do this, the employer, represented by an authorized employee, issues a referral form certified by the signature of the director or his replacement employee. It should be noted that this document does not have a uniform form, but its content must meet certain requirements. Thus, it must indicate the profession (type of work) and a list of harmful (hazardous) production factors. This will influence the scope of the preliminary medical examination.

Next, the candidate for the position is sent to the medical institution where he plans to undergo a medical examination. According to the procedure for conducting mandatory medical examinations, based on the results of medical examinations, laboratory and functional tests completed in full, the candidate provides one of the following documents to the HR department:

  • certificate in form 086/у;
  • certificate in form 001-ГС/у.

Thus, the validity of a medical examination upon hiring is determined by the form of the medical certificate issued based on its results.

If a medical certificate was issued for one workplace, but due to a coincidence of circumstances the person plans to get a job at another workplace, then the personnel department has the right not to accept a valid certificate. In this case, the candidate for the position will be sent for a second medical examination.

Medical examination for work: how long is a certificate in form 086/y valid?

One of the most popular medical certificates for employment is a medical professional advisory opinion on the unified official form 086/u. It was approved by Appendix No. 19 to the Order of the Ministry of Health of Russia dated December 15, 2014. No. 834n “On approval of unified forms of medical documentation used in medical organizations providing medical care in outpatient settings, and procedures for filling them out.”

The certificate is two-sided and contains 12 points. Contains accurate personal data, information about previous diseases, vaccinations, objective data on the state of health and, as a result, a medical opinion on the professional suitability of the subject.

How long is a medical examination valid for work based on this certificate? The validity period of a medical examination when applying for a job using certificate 086/у is 6 months from the date of issue. If within the specified period it was not provided at the place of request, then re-registration will be required.

Validity of medical examination upon hiring

The validity of a medical examination upon hiring is determined in Appendix No. 19 to Order No. 834n of the Ministry of Health of the Russian Federation.
According to the provisions of this document, the validity period of a certificate drawn up in form 086/u cannot exceed 6 months from the date of its issuance to the patient. The duration of validity of the conclusion drawn up in form 001-GS/u, in accordance with the provisions of Part 18 of Appendix No. 1 to Order No. 984n of the Ministry of Health and Social Development, is 1 year from the date of issue of such a conclusion. In accordance with the provisions of Art. 213 of the Labor Code of the Russian Federation, certain categories of workers when applying for employment are required to undergo a primary medical examination, based on the results of which the doctor makes a conclusion about the compliance of the applicant’s health with the requirements established for the position for which he is applying. The procedure for passing such an examination is determined by the provisions of the order of the Ministry of Health and Social Development “On approval...” dated April 12, 2011 No. 302n.

In accordance with the provisions of Art. 213 of the Labor Code of the Russian Federation, certain categories of workers (persons employed in work with harmful and/or dangerous working conditions, catering employees, etc.) are required to undergo periodic medical examinations after employment. The frequency of such inspections depends on the working conditions of a particular employee.

Is it possible to use the results of a valid medical examination when changing jobs?

If a worker has undergone a periodic medical examination and, for some reason, decided to change his place of work within a period not exceeding 6 months, a logical question arises: is it possible to use the results of the examination when applying for employment in a new organization?

The answer to this question is obvious: the results of a previously completed medical examination cannot be used even if the conclusion on the potential employee’s professional suitability was received the day before he was hired for a new job. This is directly indicated by the provisions of Art. 213 of the Labor Code of the Russian Federation, according to which the employer is obliged to send a newly hired employee for an initial medical examination.

Moreover, the current legislation does not provide for exceptions to this rule, therefore, in practice, personnel department employees adhere to this opinion and send all potential employees, without exception, to undergo a re-examination, regardless of how long ago their previous medical examination was completed.

Medical book: validity period of the medical examination upon hiring

As part of the requirements of the legislative acts of the Russian Federation, an applicant for a position, based on the results of a preliminary medical examination, sometimes must provide a valid medical record to the personnel department. It is a strict reporting form and has a uniform form.

How long is the medical board valid in the health record? The effect of a medical examination upon applying for a job depends on the employee’s profession, his field of activity and the type of research/examination. For example, there are laboratory tests, the results of which will be valid only for 3 months.

Is the medical board eligible for work based on certificate 001-ГС/у?

A certificate in form 001-GS/u is a conclusion from a medical institution about the presence (absence) of a disease that prevents entry into the state civil service of the Russian Federation and municipal service. This document is issued to candidates seeking employment in government agencies. The registration form of the medical certificate is approved by Appendix No. 3 to the Order of the Ministry of Health and Social Development of the Russian Federation of December 14, 2009 No. 984n “On approval of the Procedure for undergoing medical examinations for state civil servants of the Russian Federation and municipal employees, the list of diseases that prevent entry into the state civil service of the Russian Federation and municipal service or its completion, as well as forms of conclusion from a medical institution.”

A certificate in form 001-ГС/у is issued in order to prevent persons with drug addiction and mental disorders who are capable of making spontaneous and inadequate decisions that compromise the employee’s status from responsible work. A successfully passed medical examination indicates that the applicant is able to cope with the job responsibilities assigned to him.

The validity period of the medical examination certificate 001-ГС/у when applying for the state civil service of the Russian Federation and municipal service is 1 year. The required document is drawn up not only upon hiring, but also subsequently, at the end of the designated period, employees are required to re-pass the medical examination in its entirety.

Referral for medical examination

The referral issued by the employer when hiring a new employee must include the following information:

  • information about the company (organization): OKVED code, form of ownership;
  • name of the medical institution where the applicant is sent (indicating the postal address and OGRN code);
  • type of medical examination;
  • information about the applicant, indicating the future place of work and the nature of the activity.

The referral is certified by the signature of the manager or his deputy, with a full indication of the position, surname and initials. Referrals for medical examinations are subject to strict registration.

Price

The cost of a medical examination depends on the position for which the employee is applying and depends on the number of doctors with whom he will be examined. The largest list of mandatory inspections is usually for workers in the catering and food industry. Therefore, the exact cost of a medical examination is determined in each specific case.

Who pays

The employer pays for the medical examination because such a medical service is not covered by the compulsory insurance system. An agreement is concluded with the relevant medical institutions, according to which future employees undergo the entire medical examination procedure, including tests, free of charge.

The employer also pays for this procedure in the following cases:

  • if for any reason the employee needs to undergo a medical examination again;
  • if the contract for undergoing a medical examination has not been concluded. In this case, the person who is employed undergoes a medical examination independently. Then he presents payment documents to the employer, which he pays.

Passing a medical examination

In accordance with Art. 213 of the Labor Code of the Russian Federation, applicants undergo a mandatory medical examination when applying for a new job (as well as during their first employment). It is carried out with the aim of determining the professional suitability of specialists and increasing the effectiveness of the prevention of occupational diseases. Art. 69 and art. 266 of the Labor Code of the Russian Federation establishes that such a medical examination is mandatory for all persons under the age of 18 to undergo when applying for a job.

A complete list of professions and specialties that require a medical examination is set out in Art. 213 Labor Code of the Russian Federation, etc. No. 302n Ministry of Health and Social Development. The same regulations list all types of examinations, as well as the necessary tests that must be submitted during the examination.

Organizations and enterprises that have entered into special agreements with medical institutions (including commercial ones) to conduct medical examinations of both existing employees and newly hired employees can add additional types of studies and analyzes to these lists. Their results are necessary to more accurately determine the professional suitability of future employees to work in specific areas of activity.

Applicants applying for government jobs are required to undergo examination by only two specialists: a psychiatrist and a narcologist.
