Failure to pay for electricity is fraught with unpleasant consequences:

How to write off your electricity debt?
Complete debt write-off is possible in the following cases:
- The death of the debtor.
- Declaring the debtor bankrupt.
- The statute of limitations has expired.
According to Art. 196 of the Civil Code of the Russian Federation dated November 30, 1994 No. 51-FZ, the statute of limitations during which an electricity service provider can apply to collect a debt in court is three years.
After the expiration of the statute of limitations, the company has the right to file a statement regarding the debt in court, and the court, accordingly, must accept it. Proceedings are dismissed only if the defendant himself has declared the occurrence of the SID, otherwise the debt will be awarded.

The Internet banking system allows you to instantly make payments, including for electricity. But it will not be possible to find out the personal account number through online banking if the client has not created an automatic payment in his Sberbank personal account.
In the case when you need to make a payment yourself without waiting for automatic debiting, you need to go to the “Payments and Transfers” section in your Sberbank account.
Scroll down the page that opens. You can search for a company in two ways:
- by her TIN number, if you know it;
- by category by selecting the “Electricity” subsection in the “Housing and communal services and home telephone” section.
Next, you can find a supplier by its name or manually from the list.
At the top of the page all automatic payments for this organization are displayed, each of them has a personal account indicated. You can use it for payment by indicating it in the form located at the bottom. In it you also need to select a write-off card.
The next step is to review the information and check your address. The amount to be paid is entered automatically, but if you need to change it, you can do it manually.
After clicking on the “Continue” button, the system will send a confirmation code, which will need to be duplicated in the next step. Only after this procedure will the money be debited from the Sberbank card.
On the State Services portal
The single portal of State Services unites all government bodies and service provider organizations. After registering, you can receive information, send requests and make payments. Despite the fact that the user indicates his personal data and documents, confirming them, it will not be possible to find out the personal account number only by the address. This was done in order to maintain the confidentiality of information.
In the “Apartment, Construction and Land” section you can pay for utilities and electricity. But for this you will need to indicate your personal account number.
With the help of State Services, you can register with the State Information System for Housing and Communal Services for all regions except Moscow, and with the Central Committee of the State Administration of Information System (for Moscow and the region). The site allows you to track accruals and debts for utility bills and electricity, but you can only find out your personal account number if the user has already entered it into his profile settings.
You can get information on the website of the Central Committee of the GU IS by clicking on your name at the top right and going to the “My data” section. Then you need to select “Real Estate” in the menu on the left, and click on the icon with the name of the house on the right.

Offline methods
- Personally visit the settlement center at your place of residence, provide the employee with your personal account number and a document confirming your identity and direct relationship to the property.
- Call your payment center and provide the required identification information and account number.
- You can also check your debt status using an ATM. To do this, you should use the terminals of only large federal banks. In order to see the information of interest on the screen, just select the one you need from the list of utility providers and enter your personal account number. After which all the necessary data will be displayed on the screen.

Every Moscow resident can pay for electricity via the Internet using a special online interface. The website is a functional platform that allows you to perform a large range of actions.

Collection
When a debt to pay for electricity arises, the debtor will initially receive notifications and claims from the service provider. From the 31st day, penalties will begin to accumulate in the amounts specified by law.
If residents do not solve the problem with their debt for a long time, the supply company will have no choice but to sue the defaulter (read about what kind of debt and when the lights are turned off, read this material). In this case, the tenant receives a summons to appear in court.
Typically, the court orders the debtor to pay the company. If voluntary payment according to the court decision is not received, the case is transferred to bailiffs, who can:
- Seize all available accounts and write off funds from them in the amount of the debt.
- Send the writ of execution to the employer.
- Describe the property.
If the debt is long-term and a considerable amount has already accumulated, you should wait for the trial and try to agree to pay the debt in installments without submitting a writ of execution to the bailiffs.
In accordance with clause 118 of the Government of the Russian Federation of May 6, 2011 No. 354 “On the provision of utility services to owners and users of premises in apartment buildings and residential buildings,” the electricity supplier has the right to disconnect the consumer of services after two months of non-payment of the debt. Certificate of absence of debt
A certificate of absence of debt for utility bills is necessary for presentation in court when it is necessary to prove, for example, the illegality of charging payments at the previous place of residence. It is also needed when drawing up a contract for the sale and purchase of an apartment. In some cases, banks request such a document when approving a loan or mortgage. A certificate of absence of debt may be needed when registering a mortgage on real estate, when submitting documents for subsidies and benefits, as well as when restoring a social tenancy or privatization agreement.
You can obtain such a certificate only during a personal visit to the resource supply organization. This service is not provided on the Mosenergosbyt website or personal account.
To receive the document you must:
- Write an application indicating the name of the resource supplying organization, your full name and passport details, address and telephone number. In the text you need to write the address of the object of interest and the reason for the need to obtain the specified document.
- Take your passport and certificate of ownership of real estate with you. In addition, you will need a receipt for utility bills for the last month and readings taken on the day of application.
Such certificates are issued only to property owners or persons registered in the apartment. Other citizens will need to obtain a notarized power of attorney to submit an application.
The certificate is valid for 30 calendar days. If the document is required after this period, you will have to issue the certificate again.
