Procedure for applying for unemployment benefits
Step 1 – collecting the required package of documents
In order to qualify for benefits, you must not only not currently have a job, but also be officially in unemployed status. This status can officially be assigned only by the Employment Center, where a former employee who has lost his job must apply to register.
To do this, you must personally appear at the Employment Center at your place of residence, having in hand the following package of documentation:
- passport or other recognized identification document (for example, a certificate temporarily replacing a passport);
- work book or its duplicate;
- papers that certify labor qualifications (this can be a professional diploma, certificate, certificate of retraining courses, certificate of advanced training, a document indicating the assignment of a work rank, category or class, etc.);
- a certificate from the accounting department from the last place of work about the level of average earnings for the last three-month period (necessarily in the established form - a sample can be issued by the Employment Center);
- if available - INN and SNILS.
NOTE! If a person has not lost his job, but is looking for it for the first time with the help of the Employment Center, then from the listed documents he will only need an identity card and educational documents.
They may also be asked to present an extract from the individual personal account of the insured person - it may be necessary to apply for benefits.
Nuances of a certificate of average earnings
A document proving the amount of average earnings for the accounting period (the last 3 working months), important for determining the amount of future benefits, must be drawn up according to the established template. There is a special form for this, which you can obtain at the labor exchange. Often, along with it, they offer a special “Memo” for accountants, designed to simplify the application process. Take the memo and give it to the accountant of your last job. Once it is completed, check the key points:
- whether the abbreviations in the name of the organization are deciphered - LLC, JSC, etc.;
- are all stamps available?
- if the company does not have a chief accountant, and his duties are performed by a director or other person, there must be an order number for filling the position;
- check whether the dates of employment and dismissal are correct on the form;
- whether the number of working days in the week matches your previous schedule (that is, whether it was full or not).
If there are errors or inaccuracies in the certificate, you will have to spend time correcting it.
Step 2 – registration with the Employment Center
Having the necessary documentation in hand, go to the regional Employment Center. You need to go through the entire mandatory registration procedure, which may require you to spend a long time in line. A representative of the Employment Center will provide you with an application form to fill out. The registration time will take approximately 30 minutes. At the end of the procedure, the applicant will receive two or more job assignments in his field.
IMPORTANT! Having registered, a person does not yet become unemployed - this status will be assigned to him after 10 days, simultaneously with the assignment of unemployment benefits (Article 3 of Federal Law No. 1031-1). This does not mean that the given time can be rested - you need to start actively looking for work, including in the areas provided.
Step 3 – first interview
Received directions must be “updated” within 3 days. There is quite a small chance that among them there will be one that will suit a person as a new place of work. Most likely, even specialized proposals will be unsuccessful.
One way or another, the applicant must attend the interview within three days.
If suddenly the proposed vacancy seems acceptable, you can apply for a job and inform the Employment Center about this. In other cases, a written refusal signed by a representative of the HR department is required.
Step 4 – responsible decade
During the 10 days that the law sets aside for registering “unemployed” status, the applicant may continue to receive job offers from the Employment Center. No one forbids you to look for work on your own. If you managed to find a job during this decade, inform the Employment Center employee in a timely manner.
During this decade, you need to do one more important procedure, if it has not taken place before - to open an account in Sberbank in your name. Relatives' accounts are not suitable for this purpose. If such an account has not been opened before, then Sberbank employees can open it according to a special procedure designed specifically for receiving benefits. In this case, you will be provided with an account number immediately, and you can receive a payment card later.
Step 5 – appointment with the inspector
On the 11th day after the first application (the date will be set by the Employment Center inspector during registration), you must appear at the labor exchange and confirm your intention by presenting your passport and work record (if you have one) to exclude fraud. You will also need to provide your Sberbank account number, to which the accrued unemployment benefits will be transferred.
IMPORTANT INFORMATION! If it was not possible to appear at the Employment Center on the day indicated by the inspector, the reason for this must be very compelling, with documented respect, otherwise there is a serious risk of cancellation of registration.
At the reception, the inspector will determine the amount of payments and the period during which they will be received. The size depends on many factors:
- minimum prescribed by the state;
- work experience (total and for the last year);
- time elapsed since dismissal;
- average salary at last place of employment.
In 2021, by decrees of the Government of the Russian Federation regarding the maximum and minimum amounts of unemployment benefits, these amounts are: minimum - 850 rubles, maximum - 4900 rubles.
The state will provide the minimum unemployment benefit:
- those who have not yet been officially employed;
- those whose break in work experience exceeded a year;
- released from office in the first 12 months after an unemployed period, having worked for less than 26 weeks;
- dismissed due to violations of labor discipline;
- expelled due to unacceptable behavior from courses to which they were sent by the Employment Center.
Step 6 – regular visits to the inspector
Having unemployed status and state-guaranteed assistance, you need to actively look for work, while regularly reporting to the Employment Center on time. Usually 1 visit is scheduled every 14 days. At each visit, you need to confirm that you have not yet managed to find a job or register as an individual entrepreneur, for which you need to present a work book.
ATTENTION! Providing false information is punishable by law.
Step 7 – additional activities from the central control center
The employment center provides not only registration and assistance in finding a job. Applicants can expect various procedures provided for by the labor exchange program, from which they can learn a lot of useful information. Among them may be:
- lecture by a lawyer on the rights of unemployed citizens;
- career guidance consultation;
- free training or advanced training courses;
- job search tips;
- assistance in writing a resume, etc.
Registration
To register at the employment center, a citizen must, within two weeks from the date of layoff, contact the regional service office and provide a fully completed package of documents, which includes:
- passport;
- an application drawn up according to a sample that can be obtained at the center itself
- labor;

- statement of the amount of paid wages for the last 3 months.
Depending on the central protection department, the list of required documents may be slightly expanded. It may additionally include SNILS and TIN.
It is important to know! To receive cash payments, a citizen must have a valid bank account or open one. At the same time, the employment service itself will need to provide an account number for transferring funds.
The registration procedure at the Central Bank follows the following algorithm:
- preparation of all necessary documents is carried out;
- within two weeks from the date of layoff, the citizen must contact the Central Labor Protection Center and provide a fully completed package of documents;
- The service employee provides a sample application, which is later attached to the rest of the documents. After this, the case is fully reviewed within 10 working days. If the decision is positive, the person is registered at the labor exchange. Next, the dismissed citizen is given a meeting with the inspector, who will then be his supervisor;
- the appointed inspector must offer all available vacancies that are fully suitable for the person based on his knowledge and level of qualifications or inform the person about their absence;
It is important to know! If there is a job suitable for a person in a given region, then the inspector must issue a walk-through sheet on which all available vacancies must be indicated, with telephone numbers and addresses of organizations.
Next, the person must independently call all organizations within a two-week period and arrange an interview. If a citizen was unable to find a suitable job, the supervisor may issue him another work permit or offer him retraining if the profession is no longer relevant.

Important figures for the unemployed
Most procedures for working with the unemployed are limited in time. In addition, the labor exchange has other standards that must be observed and which the unemployed should be aware of:
- From the 1st day of recognition of a citizen as unemployed, he is accrued unemployment benefits.
- 2 offers of suitable work are required to be generated and sent to the citizen by the specialists of the Employment Center after receiving an electronic application from him and registering him as unemployed.
- 3 days to undergo an interview with an employer electronically - the period is counted from the moment they receive notification of vacancies from the Employment Center and the employer’s readiness for an interview.
- After 7 days , you can re-submit an electronic application if you have been refused recognition as unemployed or have withdrawn your application yourself.
And it’s important not to forget about one more date - the validity period of the Temporary Rules for registering the unemployed online is limited to December 31, 2020. After this period, the previous registration procedure will apply (Article 3 of the Law of the Russian Federation No. 1032-1, Rules for registration of unemployed citizens, approved by Government Resolution No. 891 of 09/07/2012).
Let's sum it up
- Until the end of 2021, registration of citizens as unemployed is carried out according to the rules approved by Government Resolution No. 460 dated 04/08/2020.
- Temporary rules allow you to register with the labor exchange remotely (online) without a personal visit to this institution.
- To take advantage of the temporary rules, you must have a verified account on the State Services portal.
- To obtain unemployed status, it is enough to send an electronic application to the employment center through your personal account on the “Work in Russia” portal or through the State Services website. The CZN will also send the response electronically.
- If difficulties arise with submitting an electronic application, a citizen has the right to come in person to the labor exchange, where he will be assisted in completing and submitting an electronic application.
The legislative framework
Retrenched citizens can register with the central office at the place of registration. The rules for setting up and issuing funds are regulated by Federal Law No. 1032-1. To receive cash payments, a person must be recognized as unemployed. This status cannot be assigned:
- citizens who have reached retirement age or receive another type of pension;
- persons under sixteen years of age;
- people who are under arrest or have been sentenced to correctional labor;
- persons who have previously registered with the central bank. The citizen previously had to not work, not take training courses and not have qualifications. At the same time, the central training center should have offered him training, which the person refused twice.
A complete list of persons who may be denied registration and assignment of unemployed status is presented in Part 3 of Article 3 of Federal Law No. 1032-1. In accordance with the new amendments, due to the pension reform, PPV persons have their own level of payments under the exchange due to unemployment.

For example, a friend of mine with a higher education, while he was unemployed, took a hairdressing course through the employment service, and this helped his family survive in difficult times. Later he found a job in his specialty and exchanged scissors for a computer. But he still enjoys cutting hair for his entire family and friends, does it well, and jokes that if he loses his job again, he will definitely open his own salon.
Where and how to contact?
You can contact, necessarily in person, any “Employment Center” regardless of your place of residence. Receiving government assistance in finding a job is not tied to the citizen’s place of registration.
What documents will be needed?
Necessarily:
- passport or a document replacing it;
- for disabled people - an individual rehabilitation program with recommendations on the conditions and nature of work.
Desirable:
Documents confirming profession, qualifications:
- work book or its duplicate;
- employment agreements and contracts;
- documents on education, training courses, academic degrees and titles;
- certificate of average earnings for the last 3 months at the last place of work;
- documents confirming termination of employment (copy of dismissal order, etc.).
May also be useful:
Documents confirming your inclusion in special categories:
- single and large parents; parents (adoptive parents, guardians) of disabled children;
- discharged from military service or members of their families;
- victims of Chernobyl and other radiation accidents and disasters.
Important! If you plan to apply for unemployment benefits, you will have to contact the employment service at your place of permanent registration (even if you temporarily lived and worked in another region).
In this case, the following documents will be required:
- passport or a document replacing it;
- work book or its duplicate;
- documents on education and qualifications, training, academic degrees and titles;
- certificate of average earnings for the last 3 months at the last place of work;
- for disabled people - an individual rehabilitation program.
How are vacancies selected?
After registration, an employee of the Employment Center will set a date for a visit to select a job. The period should not exceed 11 days from the date of presentation of all documents. The employment service has the right to verify the accuracy of the information provided. In particular, information about other types of employment is checked (individual entrepreneurship, full-time education, work under civil contracts).
Important! Average earnings for the last three months must be calculated by the employer in accordance with Resolution of the Ministry of Labor of Russia dated August 12, 2003 N 62.
Other certificates of average earnings, including a certificate of income in form 2-NDFL, cannot replace a certificate submitted to the employment service.
What to do if there is no salary certificate?
The certificate is needed both to select a suitable job and to decide on the amount of unemployment benefits or scholarships (if the citizen is sent to study). In any case, a citizen can go to court to establish the fact of the absence (impossibility of providing) the necessary documents and the right to register to search for a suitable job and as an unemployed person in their absence.
What kind of work can they offer?
If a citizen registers with the employment service within 12 months after dismissal, the workplace is selected taking into account the profession, position, level of education and qualifications. The average salary for the last 3 months is also taken into account. The transport accessibility of the workplace is also taken into account (if it is difficult and long to get to work, then such places should not be offered).
When selecting a suitable job,
it is not allowed
:
- offering the same job option twice;
- offer of a job that will require relocation (without the citizen’s consent);
- offering a job that does not comply with labor safety standards;
- an offer of a job whose earnings are lower than the average earnings for the last 3 months at the last job (if the salary was below the subsistence level of the working population in the region).
If the average salary exceeded the subsistence level, a job with earnings below this threshold cannot be offered.
How does employment work?
The citizen is given directions to work, but no more than two at a time. Candidates of citizens, if they agree to a vacancy, are agreed upon with employers. The employer returns a referral to the Employment Center within five days indicating the date the citizen was hired.
If a citizen is refused, the employer makes a note in the referral about the day of the citizen’s appearance and the reason for the refusal and returns the referral to the citizen.
Important! When you next visit the Employment Center, you must return the work assignment (tear-off part) with the employer’s mark, certified by the signature of an authorized person and seal.
What to do if there is no suitable job?
If the citizen agrees, he may be offered:
- work in a related profession;
- participation in community service;
- participation in job fairs and training jobs, career guidance.
If the employment service was unable to offer a suitable job within 10 days from the date of registration, the citizen is recognized as unemployed from the day he submitted the documents.
Important! Citizens are notified in writing (against signature) by the Employment Center that they are registered to look for work, the date of the next visit to select a vacancy, the date for making a decision on recognition as unemployed and registration.
In what cases is a citizen not recognized as unemployed?
- If a citizen refuses 2 options for suitable work (including work of a temporary nature), within 10 days from the date of registration;
- if the citizen does not appear within 10 days from the date of registration at the Employment Center to select a suitable job; absence for a valid reason must be documented (sick leave, certificate of participation in the trial as a juror, certificate of fire, etc.);
- if the citizen did not appear within the period established by the Employment Center to make a decision on recognizing him as unemployed;
- if the submitted documents contained false information.
Important! Citizens who are denied recognition as unemployed have the right to re-apply to the employment service one month from the date of refusal.
The employment center notifies the citizen in writing (against signature) or by mail of the refusal to recognize him as unemployed and to register him within 24 hours from the date of such a decision.

How to join the labor exchange through State Services?
To use the government website, you must be identified by creating a personal account.
It is through the portal account, in accordance with all-Russian and regional requirements (distribution by region), that communication with the authorized body - the Employment Center - will take place. It provides the necessary information about the rules for registering and collecting documentation online. You need to find the appropriate section on the State Services website. The system will automatically refer the applicant to the Labor Exchange in the region at the place of residence. To receive the service, a citizen must provide the Center with electronic forms of documents, which include:
— An application in the established format, in the form of a questionnaire, the fields of which will need to be filled out. — A photocopy of the passport, where the main page is the first page and with registration. — Photo of Taxpayer Identification Number. — A copy of the certificate or diploma of education. — Bank account number, which is required to provide state social assistance. — Work record book (if it was opened), the front part and a copy of the last page. — Certificate from the last job (no more than 3 months from the date of dismissal).
If the applicant applying to the Center is disabled, it is necessary to provide a certificate of completion of rehabilitation, indicating the last date. Also, when submitting documentation, you must indicate your contact phone number so that an Employment Center employee can call it.
In a situation where a person is near retirement age, a copy of SNILS and an extract of the PF insurance personal account at the place of permanent registration may be required. If the applicant does not have these certificates available, then they need to be issued.
Within a few days of waiting, an employee of the Labor Exchange will call back and inform the person that the documents have been received and the application has been accepted. After this, within 10 days, the employee will call again and make a statement that the citizen who applied is officially recognized as unemployed, and all communication with the Service will take place through his personal account.
Employment centers of the Russian Federation were formed to assist citizens with employment, since the main direction of their activity is state social protection of the working population. But in fact, Exchanges are intermediaries, the labor market. Here employers and employees interact, and the Center helps the two parties find each other. Receiving registration at the Center is the official status of unemployed. For citizens who apply for help, the state provides the opportunity to acquire the necessary profession (training), pays social benefits, and helps in starting a business.
Who will not be able to register at the labor exchange
There is a category of persons defined by law who are not registered as official unemployed in the Employment Center. Such citizens do not have the right to unemployment benefits, and they should not expect job vacancies from the employment center.
A citizen is not recognized as unemployed if he (clause 3 of Article 3 of Law No. 1032-1 of April 19, 1991 “On Employment in the Russian Federation”):
- under 16 years of age;
- has a job and income;
- is a full-time student;
- receives a pension (insurance, funded, old age, long service, etc.);
- violated certain requirements (provided knowingly false information about himself, etc.).
If the labor exchange reveals, based on information from the Pension Fund of the Russian Federation, that a citizen has unlawfully received the status of unemployed, the unemployment benefits received will have to be returned - voluntarily or in court. Exchange specialists request information from the Pension Fund about each unemployed person on a monthly basis.
In all cases of citizens obtaining unemployment benefits fraudulently, the Central Employment Center transmits information to law enforcement agencies (clause 19 of the Temporary Rules).
