How to apply for sick leave remotely

  • have confirmation from the employer that he is not against receiving just such a certificate of illness of the employee (and he can process it, since he is in the database);
  • the medical institution where the document will be drawn up must be included in the online system of the Social Insurance Fund (FSS).

If problems arise on at least one of the indicated points, the person will be forced to act according to the old scheme. But due to COVID-19, even a remote document can be issued using a simplified scheme, and the online format will become more accessible. At least for now, restrictions are in effect - from March 20 to July 1, 2020. This procedure is temporary, but it significantly simplifies the procedure, since registration takes place through the FSS online service.

Quarantine sick leave

Electronic sick leave in connection with coronavirus is issued in the following cases:

Quarantine. For example, if a person returns from a trip and is forced to spend 14 days in self-isolation.

Restrictions for citizens aged 65+, people with certain types of diseases, pregnant women, etc. The list of categories of citizens required to observe self-isolation depends on the region. The employer submits lists to the Social Insurance Fund (FSS), and electronic sick leave certificates in connection with quarantine with code “03” are automatically generated for working pensioners.

Contact with an infected person. Quarantine sick leave can also be issued if you live with someone who is sick with Covid or are on the list of Rospotrebnadzor as a contact person. In this case, sick leave and a decree on self-isolation are issued for 14 days, regardless of the results of the PCR test.

You can receive an electronic sick leave for quarantine remotely, for example, by calling a hotline or leaving a request at State Service. An employer can also submit an application for opening a sick leave through his personal account on the Social Insurance Fund website.

In addition to the electronic form, the main feature of quarantine sick leave is the method of calculating benefits. Payment for quarantine sick leave is accrued to the Social Insurance Fund within ten days. It does not matter whether the employing company participates in the Direct Payments project or not.

In what order is the document drawn up (classic scheme)

To receive health insurance, an employee must follow the following algorithm:

  • A sick employee goes to the doctor. This procedure maintains the usual routine of contacting a healthcare professional to make a diagnosis and develop a plan for further treatment. But just make sure that the medical institution is included in the Social Insurance Fund database, otherwise serious problems may arise with obtaining an electronic sick leave.
  • The doctor conducts an examination and, at the patient’s request, offers him the opportunity to issue a sick leave certificate (if necessary) in electronic format. But provided that both the employer and the clinic where the employee is being examined are connected to the Social Insurance Fund.
  • The patient writes about his consent to receive the electronic document format. This consent must be filed with the person’s medical record and also scanned so that a virtual copy can be sent to the FSS website.
  • The patient's sick leave will be registered in the virtual system. After this, it will be sent to the employer (this will only take a few minutes). He will process it and enter it into his accounting and payment system (if employee sick leave is paid). The patient does not need to be personally present for all this.
  • When sick leave is closed, the employer records this at home, since the data is quickly received thanks to the online format.

Thus, the employee’s inability to work brings him much fewer problems than in the case when he independently had to run to the hospital several times and not only to close the sheet. A person can obtain sick leave and be freed from work if:
