Certificates from a narcologist and certificates from a psychiatrist are two different documents issued by individual specialists. If a citizen is registered at a specialized dispensary, he cannot receive these certificates while the restrictions imposed by registration are in effect.

Which doctors do you need to see to get a driver's license?

Without exception, all candidates for obtaining a license for the first time and, if necessary, in cases provided for by law, experienced drivers must attend an appointment:

  • an ophthalmologist, carrying with him lenses or glasses that are used in everyday life if there are problems with vision;
  • psychiatrist (if necessary, the doctor has the right to refer the patient for a psychiatric examination);
  • narcologist (in whose direction tests for drug use and chronic alcoholism are carried out);
  • last of all, with the notes of specialized doctors in the medical card, they go to the therapist for a final conclusion.

When it comes to a certificate of license of categories A, A1, B, B1, BE, M, this is where the medical examination ends, if there are no symptoms of diseases in the presence of which driving is contraindicated or is possible under certain conditions.

In case of suspicion or detection of syndromes of a disease that limits the ability to drive a vehicle without risk to health:

  • the family doctor (therapist) issues a referral to a neurologist;
  • The neurologist has the right to refer the patient for an instrumental ECG examination.

Regarding the desire to get behind the wheel of vehicles of categories C, C1, CE, D, D1, DE, D1E, Tm, Tb, a candidate for a driver’s license additionally needs an examination:

  • neurologist;
  • otorhinolaryngologist.

In addition, electroencephalography (ECG) is performed.

First of all, it must be said that starting from 2021, these two certificates can only be obtained at a medical institution located in the area of ​​your registration.

If you are undergoing a medical examination, for example, a driver's examination, then it is possible to undergo an examination by other doctors in another city, at your actual place of residence, but for an examination by a narcologist and a psychiatrist you will have to come to the city or district where you are registered.

Where can I get a certificate of registration at the place of residence?

To obtain a certificate in the form you need, you can contact the Federal Migration Service, Housing Office or Multifunctional Center, order by mail or make an application on the Internet portal of State Services.

As a rule, a certificate is issued on the day of application or within the next day.

To obtain a certificate from the Federal Migration Service, you must fill out form No. 6 and attach to it your passport and a copy of the pages with personal data and registration information.

Multifunctional centers were created to partially relieve the burden on the Federal Migration Service and make services more accessible to citizens.

MFCs have convenient operating hours and operate on a “one-window” principle, that is, you receive documents in the same place where you submitted them for registration.

The center must provide the same package of documentation as the Federal Migration Service:

Wherever an individual wishes to obtain a registration certificate, the procedure for applying and the list of documents will be absolutely identical:

  • The passport of the applying citizen or his child’s birth certificate, if the document is needed for him;
  • A unified application with a request to issue the necessary certificate (indicate, simple or archival).

As mentioned above, only the owner of residential property and persons who have registered registration there have the opportunity to make such a request. As a last resort, it is allowed to draw up a power of attorney for another person with a notary, not forgetting to indicate its validity period and list exactly what rights are given to this citizen. It is important to remember that the personal passport of the authorized person will be required when applying, and it should not be expired or damaged in any way. As for minor children, they cannot make any requests on their own.

What diseases will interfere with driving?

A number of contraindications for health reasons, in the presence of which a person cannot drive vehicles in accordance with clause 4 of Art. 23.1 Federal Law No. 196, approved by Government Decree No. 1604, as amended on August 3, 2019.

  • bipolar personality disorder;
  • manic psychosis;
  • depression;
  • panic attacks;
  • stress and dissociative disorders;
  • dementia;
  • amnesia;
  • hallucinosis (hallucinations);
  • delusional mental disorders;
  • Alzheimer's disease, Parkinson's disease and others.

Attention! In case of certain diseases or after injuries, driving is allowed subject to certain restrictions.

For example, the absence of any limb does not completely deprive a person of the right to drive a vehicle.

The validity period of all other documents that you receive at the driver's commission is the same.

Employment references

As we noted above, when applying for employment for some positions, it may be necessary to present the employer with certificates from a narcologist and psychiatrist. This certificate is submitted to the HR department once. If during this period of time you change your place of work, you must undergo the examination again, even if the certificate is still valid. There are enterprises where mandatory medical examinations are carried out for all employees every six or twelve months.

Military personnel, employees of the Ministry of Internal Affairs, bodyguards and security guards - representatives of professions that require carrying weapons - undergo a medical examination for employment.

Driver training establishments must include all information about their students who have completed the training program and passed all exams. Before allowing a person to take the exam, traffic police officers must verify the authenticity of the certificate provided to them. If it turns out that the certificate is fake, the future driver will simply not be allowed to take the test and will not be issued a driver’s license.
