What is the Young Family program?

The social program works as follows: its participants are issued a certificate, through which they can repay 30-35% of the estimated cost of an apartment or house. The benefit is provided once and only for one property - you cannot buy several properties at once and receive a certificate for each or distribute the amount of one benefit between them.

Funds are transferred from the consolidated budget, that is, subsidies are provided simultaneously at the federal, regional and local levels, which means that special conditions for receiving may apply in individual entities. The benefit applies both for a one-time purchase of real estate and in the case of borrowing funds.

If participants take out a new mortgage, the benefit is completely used to pay the down payment, and the family pays off the rest independently from its own funds. The Young Family program is compatible with maternity capital.

How to get a mortgage for a young family

You can receive money from the bank to purchase real estate on regular and preferential terms. The first option is unprofitable for young people, because loan rates will be high. There is a certain procedure that must be completed in order to become a participant in the state program. Having completed them, the newlyweds will be able to obtain a loan on preferential terms:

  1. Registration in the “Young Family” program. Contact the city administration or MFC. Get a list of documents. Present the completed papers to the MFC or administration. Wait for notification of registration in the queue for improved living conditions.
  2. Analysis of the real estate market and selection of suitable housing. You can use lists from government websites where economy class complexes are collected.

How is the subsidy amount calculated for a young family?

As mentioned earlier, the basis for establishing the amount of the benefit is the estimated value of the residential property. Family size and composition also plays a role. One of two possible rates can be set. The table below provides a detailed scheme for calculating the amount of the benefit.

  • the norm for the total area of ​​living space (42 sq. m for a family of two people, 18 sq. m for each member of a family of three or more people);
  • standard cost of one sq. meters (set by the municipality, cannot be lower than the average market value of 1 sq. m of housing in the subject).

By multiplying these numbers, you can get the exact estimated cost of an apartment or house. Subtracting 65-70% from it, we calculate the amount that the state will ultimately pay “out of its own pocket” in favor of program participants.

For example, let’s make a calculation for an average one-room apartment in the Moscow region for a childless couple. Its total area will be 42 square meters. m - this fits into existing standards. According to the law, it is established that this year the standard price per sq. m. m is equal to 54,479 rubles. Thus, it follows 54,479 * 42 = 2,288,118 rubles. This is the estimated value of the property.

Now 30% of this amount should be allocated - the amount of the “discount” for program participants. It will be 686,435 rubles. — this is the amount the family will ultimately be able to deduct from the mortgage. The benefit is calculated similarly for other regions - just find out the standard.

Subsidies for the purchase of housing

A subsidy is a payment to a young family to improve their living conditions. Funds are provided from federal and regional budgets, as well as from special funds.

With the help of a subsidy, a new unit of society can purchase an apartment or house with minimal financial outlay. Most often, either the interest on the loan or the down payment is subsidized.

In order to receive housing under the state subsidy program, you must stand in line. Only those families whose total income is below the subsistence level in the region can get into it.

Disadvantages of housing subsidies:

  • limited validity of the certificate. From the date of receipt, the household must purchase housing within 6 months. Otherwise, he will have to collect documents and stand in line again.

Who can participate in the program

To participate in the program, its members must register their marriage at the registry office and live together for at least 1 year. There is an opinion that it is necessary to have a child, but this is not so - families without children, as well as single-parent families, have the right to submit an application. But in these cases the subsidy conditions will differ.

Another important nuance is that applicants for the subsidy must be on a waiting list to improve their living conditions. To do this, a separate application is submitted to any existing public service center.

Basic requirements for participants in the Young Family program:

  • citizens of Russia;
  • age no more than 35 years inclusive;
  • owns no real estate;
  • solvency.

All these restrictions are created for one single purpose - so that only those who are truly in need can receive the subsidy. Who can take part?

The program is federal, but it is supervised by municipalities of individual regions. Procedure for obtaining a mortgage for young families

Joining the program

The package of documents along with the application must be submitted to the local government authorities. This can be done by both spouses or by either of them separately. An important nuance: papers submitted this year allow you to join the Young Family program only in the coming year. Application of subsidies for mortgage payments

When a family receives a notification, it must contact the administration within a month and write an application for a subsidy. As a result, part of the required amount to pay for the property is “sponsored” by the state, and the owners will pay the rest in installments under the loan agreement. The procedure for obtaining a subsidy requires a lot of time, but for a young family this is a chance to manage the purchase of an apartment or house.

How the queue of young families is formed

Initially, the subsidy was provided within the framework of the Federal Target Program “Housing”, which lasted until 2021.
