Why is it necessary to install water meters?

The installation of metering devices is a requirement of Federal Law No. 261-FZ “On energy saving and increasing energy efficiency and on introducing amendments to certain legislative acts of the Russian Federation.” This law came into force on November 23, 2009.

Who pays for the installation of metering devices?

In accordance with current legislation, equipping a residential building, residential or non-residential premises with metering devices, putting installed metering devices into operation, their proper technical operation, safety and timely replacement must be ensured by the owner of the premises (residential building).

Commissioning of metering devices

Putting installed metering devices into operation - documenting the metering device as a device, according to the readings of which the amount of payment for utility services is calculated.

The metering device is put into operation:

When carrying out work to commission a metering device, the following must be checked:

— fulfillment of the requirements for the installation location of the metering device;

— correspondence of the serial number on the metering device to the number specified in the passport;

— compliance of the metering device with the technical documentation of the device manufacturer, including the configuration and installation diagram;

— presence of signs of the latest verification (in the metering device passport or in the verification certificate);

Failure of the device to comply with the above requirements is grounds for refusal to put the metering device into operation.

Where to go and what you need to seal water meters

From July 1, 2012, the installation of water meters in an apartment or private house is considered mandatory. If the rules are not followed, homeowners are punished with fines. Installing a water meter, as well as its sealing, is considered an integral process when putting the device into operation. To understand how the procedure occurs, you need to consider where to apply for the service and what documents are needed to implement it:

  1. Who performs the filling? The procedure is carried out by authorized employees of the city water utility company or the organization to which the subscriber pays a monthly fee for resource consumption. Who does it

  • information about the type of metering device used and information confirming its compliance with the requirements of the legislation of the Russian Federation on ensuring the uniformity of measurements.

Technical specifications for the design of a metering unit are issued within 10 working days from the date of receipt of an application for the issuance of technical specifications from the subscriber.

  • after purchasing or exchanging an apartment.

What is a seal and why is it on the meter?

The metering device is considered officially valid only after sealing. The seal protects against illegal access. It is a round seal of small diameter, usually no more than 3 cm. It is made of metal and plastic. Magnetic seals or tapes for the water meter can also be used. Special standards regulate what the seal on the water meter should look like.

    If the demand for payment for sealing is unlawful, two copies of the complaint should be made.     Is it necessary to seal the water meter?

    Most citizens have installed devices in their apartments and houses that measure resource consumption (water and electricity). Legally installed technical equipment must have a seal. Sealing prevents interference with the operation of the meter. Replacement of meters and seals is carried out in the following cases:

    • Expiration date of the device. The date of manufacture of the product is indicated on the case and in the passport. The service life is counted from this moment, and not from the date of installation of the meter.
    • Failure of the metering device;
    • Ball valve failure;
    • Accidental damage to the water meter;
    • Required replacement of valves, pipes, taps that make up the water supply system;
    • Accidents. The seal is replaced after the emergency situation has been eliminated;
    • When the seal was not initially installed and there are no corresponding passports for water meters.

    The filling is considered valid if it is carried out properly. Charging for consumed resources is carried out in accordance with the indications. If there is no seal, payment is made at fixed rates.

    If there is no seal, there will be no penalties for the homeowner. You just have to pay not according to the meter, but according to the standard tariff.

    If you pay according to the readings of the meter, then during subsequent verification you may encounter other problems. The actual absence of a seal (subject to its availability according to the documentation) will be regarded as illegal interference with the operation of the device. The operation of the device will be completed, and the owner will have to pay a large amount. The new calculation will take into account the capacity of the water supply system and the round-the-clock use of the meter from the moment of intervention until the day the problem is eliminated. If the date is not set, the recalculation will be made from the last check.
