The cadastral cipher is a non-repeating numbering that consists of a digital series. The number that is assigned is unique and is not repeated nationally. The identification code is assigned only once and is not repeated.

When situations arise in which there is a need for electronic requests to the Rosreestr website, it is worth considering that you should have a user account and an electronic digital signature, and access to the Internet.

A conditional code is not assigned to plots of land. The functional purpose of the conditional number is to identify the property. The key point is the information according to which an object is not included in the state cadastral register of real estate by a conditional number.

It is necessary to take into account that the accounting registration system of real estate is guided by a preliminary decision to register plots of land in the state cadastral register of real estate, with the subsequent construction of buildings on it for various needs.

If the owner has an old-style certificate of ownership, it confirms that the plot is not included in the state cadastral register of real estate.

Then, to obtain an identification code, the property must be registered in the cadastral register. After completing the registration of accounting data, a special technical passport is issued to the allotment, which, among other information, contains the received cadastral number (cipher).

A special feature of the conditional code is that its existence without the presence of a cadastral code is not the basis for essentially carrying out any legal actions with the property. The previously issued conditional code data has not been canceled, but the absence of a cadastral entry in the real estate register makes any real estate transaction impossible.

Changes in the cadastral register of real estate

Currently, the Russian state program to create a unified information system at the federal level is being implemented.

The purpose of such a system is to unite the state register of cadastral real estate and the Unified Register of State Rights to Real Estate and Transactions with It. Previously, technical inventory bureaus kept records and organized data. Cadastral codes were assigned by the committees on employment, land issues and resources.

The procedure for generating an individual identification account code was:

  • the resulting code for the plot of land;
  • building inventory code;
  • ordinal code of the room.

Further, objects began to be assigned conditional cadastral codes.

Starting in 2012, official state registration rights to maintain registers were transferred from the Technical Inventory Bureau to the Federal Cadastral Chamber. The mentioned public authority belongs to the registration service of cadastre and cartography. Since 2012, real estate records have been kept on electronic media.

Rosreestr, together with the state register of cadastral real estate, carries out the reconciliation and integration of official information.

The information received is placed in the legal register of real estate. In the mentioned registration database, the issuance and replacement of ciphers occurs in an automated mode. If situations arise where there is discrepancy between information from two earlier versions of the registers, in order to avoid inaccuracies, data is reconciled and searched manually.

The official requested information is provided on the official base portal of Rosreestr. The legislative legal position obliges the official registration of real estate objects.

Officially registering property rights and other rights derived from them means entering information about the property and its owner and other users into the general registration database of Rosreestr.

Several ways to view the accounting identification code of the requested property:

  1. Carefully study the primary establishing documents (technical passport, registration certificate).
  2. Contact the automated legal search system of Rosreestr via the Internet system. You need to go to the official website of Rosreestr, find a reference information item regarding real estate. Through the page that appears, a “window” will be displayed where the user will be asked to enter the available information on the object - a conditional number or the address of the object’s location. After entering the necessary data, a request is generated. Next, the system will provide reliable available information about the requested object. In this way, you can find out for free about the location of an object on the map, its accounting value, the date of registration and other information.
  3. If it is necessary to obtain official documentation, it is possible to create a paid request. The response to the request is issued in the form of an extract. The statement can be received both electronically and in paper form.
  4. Through the cadastral chamber of Rosreestr in person or by post. In this option, both methods of action will be paid and will require payment of a state tax (duty).

Each property is assigned a cadastral number (hereinafter referred to as CN). This is a alphanumeric set in which each character is not chosen randomly, but has a specific meaning. It is not at all necessary for property owners to delve into every number and letter, or to know their meaning, but it is useful to become at least superficially familiar with the concept of “cadastral number” and its features.

What does a conditional cadastral number mean?

Until 2000, in the Russian Federation, each real estate object (hereinafter referred to as RN) was assigned a conditional number (hereinafter referred to as UN). Since 2001, the UN has been replaced by the cadastral one.

Owners should know that the presence of only a title for an object does not indicate an urgent need to replace it with a permanent one. Replacement of documents is not required at all if no transactions are planned with a specific property that does not have a CN.

Until the property receives a unique cadastral identifier, it is assigned a UN in Rosreestr. It turns out that an object with a conditional number can be assigned a cadastral number, but real estate with a CN cannot be assigned a conditional number.

A conditional identifier is an intermediate stage of registering an identifier in Rosreestr and registering ownership of it.

What objects can it be assigned to?

The number was assigned to all privately owned real estate objects, built by a person, located on the territory of the Russian Federation:

  • Low-rise residential buildings;
  • Apartments;
  • Non-residential buildings;
  • Separate premises in the property;
  • Other objects.

Now the conditional numbers have been completely replaced by KNON. If the cadastre did not assign this value to the property, old numeric codes may remain in the documents.

The numeric code consists of regional designations, location, and other real estate data. Using UNON, you can determine where the building is located, when and in what region the documents were issued.

If you have chosen the second path and access to the Internet causes difficulties or the old number is not entered into the database, you can directly contact the MFC by submitting a request for an extract from Rosreestr indicating the old number. This service is paid and requires payment of a fee of 200 rubles, the order execution period is 5 days.

First of all, the old version differs from the new one in appearance . It contains more characters than the new one. This is due to the fact that the number included not only the code of the land plot, but also the code of the property. What is a conditional cadastral number of a land plot?
