It is carried out no more than once every three years, and at least once every five years, which depends on the intended purpose of the site and its functional use. The procedure is regulated by the Decree of the Government of the Russian Federation “Rules for the State Cadastral Valuation of Lands”.
Determining the value of land according to the cadastre is used in the following cases:
- when concluding a transaction on the alienation of a plot of land in state or municipal ownership;
- when calculating payment under a lease agreement;
- when determining the amount of land tax;
- when preparing documentation for the site.
Market and cadastral values almost never coincide. In Russia, until 2021, the market value of land was higher than the cadastral value. However, after the tax reform in 2021, when land tax began to be calculated based on the cadastral value, the latter often began to exceed the market value.
