Is it possible to place a child in kindergarten without registration in another city?

What does temporary registration of a child for kindergarten provide?

Parents who have difficulty obtaining a place in a preschool educational institution can send a complaint to the prosecutor or the Department of Education. If with schools you can refer to the Constitution, which guarantees free education, then in the case of kindergartens everything is much more complicated, since preschool education is not compulsory.

You shouldn’t place high hopes on a written complaint, since the answer in most cases is standard - there are no empty seats, so you need to stand in line and wait. At the same time, there are situations when a place can still be provided to a child (especially in situations where the initial refusal was justified by some subjective factors). The prosecutor's office may recognize discrimination related to registration as illegal. In particular, this issue was resolved in 2011, and now, as mentioned above, there are two separate queues for Muscovites and visitors.

Queue and benefits As has already been said above, it is almost impossible to get a place in kindergarten without registration for residents of cities with a special status (Moscow and St. Petersburg), but for residents of other regions of Russia, registration is not a decisive factor when admitting a child to kindergarten, although in practice there may also be problems.

How to send your child to kindergarten in Moscow? For residents of the capital who have only temporary registration, in 2011 a separate queue was created for citizens without permanent registration at their temporary place of residence. Now children can be accepted by registration or at their place of residence. However, there are very few places for the huge city (only 2,000 places were allocated in 2021), so, as a rule, only citizens with permanent benefits can send their child to a preschool institution. The ability to arrange a kindergarten for your child in Moscow without registration also depends on how densely populated the desired microdistrict is.

Benefits can be taken advantage of by those children raised by a single mother (or single father). A prerequisite is that the parent has an official job. It is noteworthy that the preferential category of applicants for a place in a preschool educational institution may also include those children whose parents have a permanent residence permit in another subject of the Russian Federation. In addition, this queue includes:

  • military children;
  • children who were taken into care;
  • orphans;
  • children who, based on the results of a medical examination, have been assigned a disability group (they are sent to specialized preschool institutions).

How to register as a foreigner? A person who is not a citizen of the Russian Federation, in order to send a child to kindergarten, must first confirm the fact of legal stay in the country. The next requirement is an extended package of documents (all papers must be translated into Russian and copies certified by a notary). In all other respects, placing a child who has a permanent place of residence outside the Russian border in kindergarten is not much different from the standard procedure for obtaining a place for a visitor without a residence permit.

To obtain a temporary registration for a child to enter kindergarten, parents need to contact the passport office, the MFC in person, or visit the government services portal online.

To obtain registration you will need to submit the following documents:

  1. Russian passport of the person submitting papers for registration;
  2. an application filled out according to the sample;
  3. the child’s foreign passport, if the child has citizenship of another country;
  4. a paper confirming the registration of the child’s birth, and a photocopy of it with a stamp from the registry office.

A temporary registration document is produced on average within 3 working days free of charge.

It is not easy to identify a child in a preschool educational institution, especially if he does not have registration at the location of the kindergarten. However, there are still options. You can:

  • transfer a residential lease agreement to the kindergarten instead of registration;
  • wait until there are free places in the preschool educational institution and place the child there on a contractual basis for a fee or sponsorship;
  • check with the head of the desired kindergarten about the availability of places;
  • get a job in a military department for any position;
  • place your child in a private kindergarten.

One of the popular ways to place a child in kindergarten without a temporary registration is to provide sponsorship, which consists of purchasing any necessary things for the preschool educational institution. Therefore, if you have the means, you can almost always enroll your child in the kindergarten you want, regardless of whether you have a residence permit.

In addition, parents can put their child on the waiting list for kindergarten without registration, if at least one of them belongs to the category of beneficiaries, that is, is:

  1. a prosecutor, a judicial officer or a police officer;
  2. military;
  3. fire service or customs officer;
  4. disabled person of groups 1 and 2;
  5. single mother.

If you move with your children to another region and live on its territory for more than 90 days, then you need to obtain a registration: temporary or permanent. Its absence may cause problems with the law. This means that if citizens are found illegally living in residential premises without registration, authorized persons will have the right to issue a fine not only to them, but also to the owner of the property.

Visitors in 2021 may be punished for this in the amount of 2-5 thousand rubles, and apartment owners - in the amount of 2-7 thousand rubles. Therefore, in order not to take risks, it is best to look for a way to temporarily register yourself and your children in the territory of your stay, which will help not only eliminate serious consequences for the family, but also place your children in a kindergarten or school.

Parents should also know that if one of them is a military personnel, registration does not matter when entering kindergarten. You can safely submit documents and the child will be put on a waiting list at your actual place of residence.

The situation when a family does not live at its place of registration is absolutely normal and occurs quite often. Especially when it concerns young families who did not have time to acquire their own real estate and are forced to rent housing. Of course, situations may arise when a family with children changes their place of residence and moves to another area or city due to the work of their parents.

Dear readers! The article talks about typical ways to resolve legal issues, but each case is individual. If you want to find out how to solve your particular problem , contact a consultant:

It is worth noting that in accordance with current legislation, Moscow and St. Petersburg, which are recognized as special cities, regulate their own rules related to the filling of preschool institutions located on their territory. In particular, for example, in Moscow, the territorial principle of assigned kindergartens is used, which provides for the admission of only permanently registered children.

Get a job as an employee

Another completely legal method is if the mother herself gets a job in the kindergarten as a teacher, nanny or cook, etc. Theoretically, a father can also count on certain jobs, but in most cases it is women who are needed for the job. This option is mainly implemented in provincial cities of the regions, including regional centers, where there is no acute shortage of places.

Of course, the teacher needs to have appropriate education and readiness for specific working conditions (working with preschool children). All employees are required to undergo a medical examination and receive a personal medical record. But the most important thing is that almost all kindergarten workers receive low salaries, and this must be taken into account first of all.

How to temporarily register a child for kindergarten?

If there really are free places, children are often gladly accommodated, since the leaders themselves are interested in maximizing the composition of their groups, because they are assigned per capita funding, that is, if there are a large number of children, both the state and their parents will pay extra for them.

  • passport details of the applicant (one of the parents or legal representative);
  • details of the child’s birth certificate;
  • the child’s registration address at the place of residence or stay in the city of Moscow;
  • information about the benefit (if available).

However, additionally, the specifics of enrollment in kindergarten are regulated by regional regulations. For example, to place a child on the waiting list in Moscow, it is necessary that both the parent and the child have a residence permit in the capital (not necessarily permanent; temporary registration is also quite suitable).

The fact is that state funding of educational institutions is carried out according to the principle: as many heads - so much money. That is, for each additional child, the kindergarten receives additional funding and not only state money, but also “parental money”. Therefore, if the group is understaffed, the child will be accepted without registration.

There are no clear dates fixing when enrollment in kindergarten begins. The optimal time to submit an application is immediately after the birth of the baby, as soon as the parents have a birth certificate in their hands. In recent years, there has been a tense situation with free places in kindergartens. Therefore, the sooner you apply, the better your chances. If there are any benefits, this must be indicated in the application.

When a mother already needs to go to work, but she still hasn’t got a place in the kindergarten for her child, a temporary stay in a private kindergarten helps out. When it’s their turn, parents are notified about this by phone, email, or notification in their personal account on the State Services portal. The message contains information about where and when, and with what documents, to apply for a referral to kindergarten. The parent is given a voucher-direction to a preschool institution. This is the document on the basis of which the child will be enrolled in kindergarten.

If there are no benefits, you need to hurry up with the registration: when enrollment in kindergarten occurs (depending on the region, this period stretches from March to September), beneficiaries are moved to the beginning of the queue, and your application will go lower and lower on the list. Therefore, you should not delay either obtaining a birth certificate or enrolling in kindergarten. Moreover, the father can receive a birth certificate as soon as he picks up the baby and mother from the maternity hospital.

How to determine the number of your kindergarten by registration address? Will the child be accepted into kindergarten not at his place of registration, but at his place of residence?

How to determine a kindergarten by place of residence

In such institutions there is an opportunity to tinker with such little ones, there are conditions to draw and sculpt with each one, to sing each individual his favorite song before bedtime, to become for the baby not just an aunt from the kindergarten, but also a friend.

State preschool education institutions cost parents only about 60 rubles per month. Formally, they only pay for food for the children. REFERENCE At the beginning of the school year, in preschool educational institutions of our country, nurseries, nurseries, kindergartens, sanatorium nurseries and kindergartens, special preschool institutions, preschool child development centers were raising children of early and preschool age .

Many parents were faced with refusal to enroll in a kindergarten if their children did not have registration in the territory assigned to the kindergarten. They often try to achieve justice in court or the prosecutor's office, citing the norms of the Constitution, which guarantee the right of all Russians to education.

In fact, preschool education in Russia is not compulsory, so reference to the Constitution is not appropriate here.

Issues of enrollment in kindergartens are regulated by the Federal Law “On Education” and Order of the Ministry of Education and Science No. 293.

Registration of temporary registration is not subject to state duty. The procedure is absolutely free for Russian and foreign citizens. You will only need to pay for the remote transfer of documents to the regional office of the Main Directorate of the Ministry of Internal Affairs for the issuance of a notarized power of attorney and representation services, when parents are not able to transfer the documents in person.

How to place a child in kindergarten without registration? While there are any rules, there are many exceptions to them. Therefore, there are some options for parents to place their child in kindergarten without having a Certificate of Registration at the place of residence.

Obtaining registration at the place of residence in the area where the desired kindergarten is located is an ideal solution to the problem. If at least one of the parents registers temporarily in the desired area, the child will automatically have the opportunity to register temporarily at the same address.

Therefore, it is worth thinking about registering for at least a year, then the problem will be solved. Temporary registration will give you the right to get on the waiting list and attend a kindergarten near your home.

Most kindergartens are experiencing a shortage of junior staff due to not very high wages. But if there is nowhere to put the child, the mother may be left without income at all, or most of her salary will have to be spent on a nanny.

Having started working as a nanny at the desired preschool educational institution , the child’s mother can place him there without any registration. Many women use this technique to place their children in kindergarten, so this option can also be considered.

Do not forget that recently more and more kindergartens have been opened that are not related to the municipal education system . To enroll in a private kindergarten, you do not need to have a residence permit.

There are two types of private preschool educational institutions:

  1. Development centers where children can stay part of the day.
  2. Private kindergartens.

Let us dwell in more detail on the option of placing a child in a private kindergarten . Many parents are wary of such institutions, believing that there is some danger for their child in them.

Allegedly, checks are not carried out in a private kindergarten and a child attending it is in danger. This is actually a misconception .

To open a kindergarten, entrepreneurs undergo a fairly serious check , and the conditions in such institutions meet all sanitary and educational standards.

Inspections of such educational institutions are carried out no less frequently than municipal ones; all of them are under the control of the local education department.

Kindergarten (abbreviated as preschool educational institution) is an educational institution. Let's look at two main documents that will help answer the question: “Do you need registration?”

Law of the Russian Federation No. 5242-1 (Article 3) states that lack of registration cannot be a reason for restricting human rights and freedoms, and the Constitution of the Russian Federation (Article 43) establishes that everyone has the right to receive education. Therefore, according to the law, lack of registration does not cancel the child’s right to enter kindergarten.

Everything that concerns the admission of preschool educational institutions is also spelled out in the legislation - Federal Law No. 273 “On Education in the Russian Federation”. The articles governing this provision are provided in the table below:

NameDescription
Art. 5, paragraph 1 and 2 Every person has the right to education, regardless of place of residence.
Art. 67, paragraph 2-4 A certain children's institution is assigned its own territory and, first of all, children living there are accepted.
Refusal of admission can only be due to lack of places.

They may refuse if:

  • no places;
  • the child did not pass the competitive selection;
  • kindergarten for children of employees of the Ministry of Foreign Affairs.

For illegal refusal, the responsible persons are punished with fines from 30 to 50 thousand rubles (Administrative Code of the Russian Federation, Art. 5.57).

It turns out that the child has the right to receive an education, and the lack of registration cannot cause a violation of this right. At the same time, the same Article 3 of the Law of the Russian Federation No. 5242-1 states that citizens are required to have a residence permit (permanent or temporary).

Problems with admission to a preschool educational institution may arise if:

  • there is no permanent registration;
  • the actual place of residence does not coincide with what is indicated in the passport;
  • the selected institution is located in another district or city.

Below are described the ways in which it is possible to take your child to the preschool institution that you have chosen without having a permanent residence permit.

Legal grounds

So, is it possible to place a child in kindergarten without registration?
According to Order of the Ministry of Education and Science No. 293 of 04/08/14 and the Law “On Education” No. 273, minor citizens must be provided with places in educational institutions at their place of residence .

Based on these regulations, all educational institutions have houses attached to them, located in a certain territory.

To exercise the right to attend a particular kindergarten, parents must provide the kindergarten with a Certificate of Registration. Children who are registered in the area where the preschool educational institution is located are enrolled in it first .

If, after accepting all the children registered in a given territory there are still places in the kindergarten , the administration can accept minors living in another area and even in another city.

Thus, the administration can refuse to admit a child to a kindergarten not at the place of registration to parents only if there are no free places . If there are places in the preschool educational institution, he will be accepted without registration.

Exchange of vouchers to kindergarten can come to the aid of parents.

You can find out whether it is legal to refuse to provide a place for a child in a kindergarten not based on registration in the video:

You can find out how to obtain a certificate of a child’s place of registration using Form No. 9 from our article.

Do you need registration for kindergarten?

When enrolling in a preschool educational institution, it is possible to pay for a place, called “Sponsorship”. The manager gives a list of what is needed for the institution. You provide the kindergarten with what it needs and in return your child is given a place.

From the experience of modern mothers, we can say that voluntary sponsorship of 10 thousand rubles and more is widespread everywhere. Therefore, in order to count on a place in kindergarten, the amount of the contribution must be significant. Is this considered a bribe and something illegal? Rather yes than no.

If a child is not accepted into kindergarten due to lack of free places, then you can ask for a refusal in writing indicating the reason, and apply with this paper to the state education authority. The child must be placed on a waiting list for another kindergarten.

If you do not want to enroll your child in a preschool educational institution due to lack of permanent registration, you can request a written refusal from the kindergarten management. The parent has the right to challenge such a decision in court.

Not only children of Russian citizens, but also children from other countries who live with their parents in the country can attend a municipal preschool institution of the Russian Federation.

To do this, parents provide a package of documents:

  • a completed application, the form of which will be issued on site;
  • parent's passport (with notarized translation);
  • a document confirming the right of stay of the child and parent in Russia (residence permit, temporary residence permit or visa);
  • child's birth certificate;
  • the baby’s medical card with the results of a medical examination at the clinic.

The first question that interests most parents is when is the best time to get on the waiting list for kindergarten.

Considering that the problem with the lack of places in these organizations is under the control of the city and country authorities, it remains relevant for many Muscovites.

Therefore, it is recommended to seek help as early as possible.

The best time to apply is in the first months of the baby’s life, then the chance of getting a ticket on time is minimized.

Moving to a different city

Things are much easier with school than with kindergarten. You need to act practically according to the same scheme as when transferring to a preschool institution. You can go to the education department, where they will tell you educational institutions that have free places. Or you can immediately go to the school you like with a written application and documents. You will have to apply for expulsion from your previous school. In return, you will be given a personal file of the child, as well as documents on academic performance and characteristics. All this will be useful for completing the translation.

  • employment history;
  • TIN;
  • all documents about the education received;
  • The married couple needs to take their marriage certificate with them;
  • men will need a military ID;
  • if you have minor children, be sure to take with you all birth certificates, medical policies and SNILS for each child;
  • drivers, even if they are temporarily not driving a car, may need a license at any time;

    Kindergarten Without Moscow Registration 2021

    You can check the queue for kindergarten through the Internet portal.

    In order to find out how fast it moves, you should go to the resource and enter the following data:

    • Full name of the minor;
    • metric number;
    • date of birth.

    In order to get a place in a preschool institution, you must provide a document confirming the registration of the child at the place of residence. Without it, you won’t be able to get a ticket to a kindergarten in Moscow.

    When submitting an application, parents of a minor can indicate up to three priority preschool organizations.

    But most likely the voucher will be received at an institution that is attached to the child’s area of residence.

    1. Does a child need a registration to enroll in school?
    2. Procedure for registration of registration for a child

    There are several authorities where you can apply for registration:

    • MFC;
    • Main Department of Migration Affairs of the Ministry of Internal Affairs;
    • Passport Office;
    • management company responsible for the future place of registration.

    The following set of documents must be provided along with the application:

    • parental consent and passports;
    • birth certificate.

    The state has established that the duration of the entire procedure should not exceed 3 working days. The period will increase if the parents have submitted an incomplete package of documents. You just have to take into account that up to the age of 14, a child can only be registered at the address where his parents are registered.

    To begin with, we note that only in St. Petersburg and Moscow registration for a kindergarten is required.

    It is first necessary to take into account the direction in which the desired DS will operate.

    1. General developmental – the most common.
    2. Wellness – a large number of preventive measures, increased attention to health.
    3. Compensating – for children with health problems.
    4. Intellectual – focus on intensive mental development.
    5. Combined – several directions at once.

    The order of admission does not depend on the direction. The opening hours of institutions most often coincide with the working hours. Next, we’ll look at how to determine a kindergarten by registration.

    Registration for kindergarten is only necessary in order to receive an advantage in enrollment. However, the law does not say what kind of registration is needed for a kindergarten - the specific form is not defined. The presence of registration in the territory allocated to the preschool educational institution automatically transfers the applicant to the “A” list.

    An unregistered child is still not deprived of the right to admission. This fact only transfers him to the “B” list, from which he is enrolled last.

    Is it possible to get into kindergarten without registration? It is possible, the child is able to enroll in a nearby kindergarten on a general basis and without registration in the associated territory. The refusal is unlawful under Federal Law N273. Even the complete absence of registration will not hurt. For example, when renting an apartment, you can provide a corresponding agreement to the kindergarten.

    Registration will not be required and the child will be included in list “A” if one of his parents belongs to any of the following categories:

    • military personnel;
    • employees of the prosecutor's office, fire services, etc.;
    • liquidators of the consequences of the Chernobyl nuclear power plant disaster;
    • disabled people of group 1 or 2;
    • single mothers.

    Registration is also not necessary if the parents provide sponsorship to the institution, are kindergarten employees, or decide to send the child to a private child care center.

    The answer to the question of how to register a child in kindergarten without registration is simple: an application can be submitted on a general basis. The fact of lack of registration places children in category “B”. Enrollment from it is made last.

    Temporary registration will increase the chances of enrollment in the DU. It is a regular passport insert. The question of how to temporarily register a child for kindergarten was discussed earlier.

    Having permanent registration will help when there are a huge number of applicants for one place. Parents living at the place of permanent registration will be able to register without any problems.

    Sometimes the place of registration ideally coincides with the territory associated with the kindergarten, but in the institution itself the enrollment has already ended and the child was not accepted. In such cases, parents need to defend their rights.

    To resolve the issue, you should contact the city Department of Education. The following answer options are possible:

    • employees will analyze the lists and identify that some children were enrolled out of turn, the situation will be reviewed, and the child will be accepted;
    • the child will be taken to kindergarten over the restriction if there are good reasons;
    • refusal of admission.

    After refusal, you can try to contact the prosecutor's office. Before this, you need to obtain confirmation from the DOU. Sometimes the issue is resolved even after such an appeal.

    To kindergarten - at your place of residence

    The following message recently appeared on the official website of the regional prosecutor's office: “...at the request of the prosecutor of the city of Kemerovo, the court ordered the administration of the city of Kemerovo to fulfill the requirements of the law and adopt a regulatory legal act on assigning preschool educational organizations to specific territories of the city district. Now it is clearly defined which kindergarten a child can be enrolled in depending on their place of residence.”

    Does this mean that children now need to be sent to kindergartens only at their place of residence, like to schools? What law says this? We addressed these questions to the Department of Education and Science of the Kemerovo Region.

    Moscow kindergartens: how to get into one of them if registration is temporary

    You can use another way, which is not suitable for everyone, but only for those parents who are officially employed at their place of work and have temporary registration. To do this, they should receive a petition from their employer, which will be certified by the general director.

    As for children, temporary registration is also a necessity for them, since without it it is impossible to enroll in a kindergarten. A child very often needs medical care, which, if there is no document, will not be provided. Based on this, registration in Moscow for a child is an integral part of a normal life.

    Advice from practice: responsibility for storing copies of the above documents also rests with the kindergarten employees. These copies are kept in the personal file, which is created for each child admitted to the kindergarten. Therefore, if the need arises, parents can always request the forms they need. failure to submit documents, children remain registered as in need of appropriate places. A place in kindergarten can be provided upon release in a suitable age group during the year - In the next thematic article we will talk about the procedure for signing an agreement with the institution for the provision of educational services, and also about how one should behave when faced with an unlawful refusal to enroll a child. 1. Preschool education for the youngest citizens of our country is guaranteed, among other things, by the basic law of the state - the Constitution. Establish specific lists of persons who are entitled to benefits upon admission to kindergarten is the competence of regional authorities. The benefit represents the right to priority admission to kindergarten.

    In case of temporary stay in the territory of a certain locality, registration must be completed only in cases where the period of residence exceeds 90 days. The article talks about typical ways to resolve legal issues, but each case is individual.

    • There are situations when, due to objective reasons, temporary registration becomes an impossible procedure, but there is still a possibility of admission to the chosen preschool institution.
    • For example, if parents live in a rented apartment on the basis of an appropriate agreement, then this document can be provided to the kindergarten administration upon admission.
    • In addition, you can contact the territorial department responsible for education, whose representatives will put the child on a waiting list.
    • In situations where one of the family members is a military personnel, registration for admission to kindergarten is not required.
    • The child will be immediately registered at the place of actual residence.

    You can place a child in a kindergarten in Moscow without permanent registration, that is, without registration, simply. You need to make a temporary registration. To do this, you need to go to the MFC or the Federal Migration Service with your passport and the owner of the apartment, where this registration will be processed. The owner of the apartment must also take a passport. Just in case, you need to make photocopies. And you definitely need the child’s birth certificate, and also, just in case, make a photocopy. One child will not be registered, only together with one of the parents. The owner of the apartment is there and you will write an application for registration, be sure to indicate the registration period. After receiving a certificate of temporary registration, you can go to the OSIP commission, which puts you on a waiting list for kindergarten. Have originals and photocopies with you: a passport of one of the parents, a birth certificate, a piece of paper with temporary registration. Write applications there and you will be put on a waiting list.

    A child can be put on a waiting list for kindergarten if he has a temporary registration. But the turn may not come soon - first, places in kindergartens are given to children who have permanent registration in Moscow - most children with permanent registration receive a place in kindergarten by the age of 3. By the age of 5, a child must be given a place in a preschool without a waiting list.

    The whole country pays taxes. Please return to your Kryzhopol and send your child to kindergarten according to registration, who is stopping you? She came to the capital penniless and give her a garden so that Muscovites would stand in line twice as long. Nonsense

    I am simply amazed by the impudence of the visitors! If you come to Moscow to work, then work! No! Bring your offspring here, whom you can easily send to the garden in your native Mukhosransk. What should Muscovites do? We actually live in OUR city and we have nowhere to go and no reason!

    Question removed) thank you very much everyone. We are only 7 months old, but I’m already thinking about kindergarten. What documents are needed to get in line for a state kindergarten? In Moscow, permanent registration is now required, but in grasshoppers? We have registration in Moscow Region, but not Podolsk. We can do temporary registration. Another question, if you can do it here without registration, which DS is better? If you can’t do it without registration, then there are other questions: What paid services are there? How do you like them? What's the cost? From what age? I just don't. Continue reading →

    Let's consider several options for enrolling a child in kindergarten without him being registered in Moscow.

    a) understaffing of the group. It is very rare that there are situations when a particular kindergarten does not have the required number of children in a group. It would seem that there is nothing wrong - there is less work for educators. But financing of any preschool institution is carried out based on the principle: more children - more money. So the heads of such kindergartens can quite easily make concessions and take a child into a problem group without official registration in Moscow;

    b) sponsorship places. As a rule, not a single kindergarten can do without voluntary sponsorship. There are even separate places allocated for children whose parents actively financially support the institution. Naturally, the amounts and frequency of such assistance differ in different kindergartens, but do not reach astronomical figures. In any case, paying for a visit to a private kindergarten or hiring a nanny for a child will be much more expensive;

    c) work in a kindergarten. This option is more suitable for mothers. Due to low salaries and specific working conditions, there is a constant shortage of nannies and junior teachers in preschool institutions. It will not be difficult for a mother to find a kindergarten where a similar position is vacant. It will not be difficult to agree with the director about placing your child in this kindergarten. The presence or absence of registration at the child’s place of residence does not matter in this case;

    d) private kindergarten. If the three above methods of getting a place in a kindergarten without registration do not suit you, then the most expensive, but one hundred percent, remains. Prices in private kindergartens, to put it mildly, are steep, but the range of services is much wider than in public ones;

    d) sincere conversation. Sometimes, in order to place a child in a kindergarten without registration, it is enough to simply talk to the head, so to speak, “humanly”, explain the situation, and offer your possible assistance in repairing the institution. There is a chance that there will be a place for your child, despite the lack of registration. However, if you still receive a refusal, then ask for it to be in writing with references to the relevant legislative framework. Politely, without threats, say that a copy of the refusal will be attached to the application to the local prosecutor's office. This will significantly increase your chances of receiving a positive decision.

    There are also special categories of children who enjoy benefits when placing on the waiting list for kindergarten and can be accepted into preschool education without having a residence permit in Moscow. These include, in particular:

    - children

    -orphans;

    - children from large families;

    - disabled children;

    - children of single mothers;

    - children of military personnel, police officers, investigators and prosecutors.

    - children, liquidators of the Chernobyl accident

    It is quite possible to get a place in kindergarten without registration; you just need desire and a little resourcefulness. However, you should not delay obtaining permanent or temporary registration in Moscow.

    — By law, your child is required to be admitted to any state kindergarten in Moscow, since he belongs to the category of beneficiaries, according to the “Law on Education in the Russian Federation.” However, there is a special queue for children on benefits.

    I want to get a job in a Moscow kindergarten in order to enroll my child in it (we do not have a residence permit in Moscow). Only the vacancy of a senior teacher is available. Will I be hired for this position with a non-core education?

    — No, only persons with specialized pedagogical education have the right to work in preschool institutions as senior educators. Try to look for a kindergarten where the positions of a nanny or assistant teacher are vacant.

    In 2011, in Moscow, those awaiting admission to kindergarten were divided into two groups:

    • for those with permanent registration;
    • for those registered in the capital temporarily.

    For the second group, the number of places in preschool institutions is limited. According to the capital's education department, in 2016 no more than two thousand were allocated. In a city with a population of millions, this is extremely small. Only families with benefits will be able to place a child in a preschool educational institution, if they have a temporary registration.

    1. Children raised by a single father or mother can apply for a quick place in a preschool institution. It is mandatory that parents are employed.
    2. Beneficiaries include those families whose parents study in Moscow, but have a permanent residence permit in another city.
    3. Children of law enforcement officers and the judicial system. Children from military families are also conditionally included in this category.
    4. Adopted children (as well as those under guardianship) can also apply for a place in a preschool educational institution out of turn. Children whose parents have orphan status or have lost their breadwinner are equated to this category.
    5. Specialized educational institutions in Moscow accept children with disabilities into temporary places.
    6. If the parents in the family have a disability group, then the child can also be placed in a preschool institution out of turn.
    7. Those participating in the resettlement program can also apply for an extraordinary place in a preschool educational institution. Please note that the relaxations apply only to internally displaced persons.

    If you live in Moscow and do not yet have permanent registration and benefits, then the chances of getting a place are very small. At the same time, it is possible to place a child in a preschool educational institution only for as long as the registration is valid. If the temporary registration period has expired, the child cannot go to kindergarten; his place goes to someone else on the waiting list. If you want your child to regularly attend kindergarten before entering school, try to obtain registration for 5 years, and a month before its expiration, contact the property owner for an extension.

    Another difficulty may arise if the temporary registration address does not coincide with the place of actual residence. This often happens if registration was done by relatives living on the other side of the city. In Moscow, as in any other metropolis, it is quite problematic to take a child to another area, so rent an apartment only under a rental agreement; it will need to be submitted to the education department.

    In densely populated areas, with a large number of applicants for places in preschool educational institutions, it will be more difficult to place a child. First of all, they accommodate children with permanent registration and benefits, of which there are enough in Moscow. The distribution of places among children with temporary registration occurs on a residual basis.

    "Unofficial" methods

    The ability to register children without registration is sometimes unofficial, but nevertheless legal. For example, if we are talking about small cities, large rural settlements, urban-type settlements, etc., they often have incomplete kindergartens. In this case, you can apply quite confidently, since the management has a material interest in having as many children as possible (financing the institution is per capita).

    Another option is “sponsored” places. This is the name for the opportunity to get a job in a kindergarten if parents voluntarily become sponsors of this institution and contribute reasonable amounts for repairs, purchase of equipment, toys, etc. Experience shows that this investment will be significantly lower over all years than paying for a private kindergarten. Therefore, parents without registration if they have a certain income can consider this option.
